The Solid Waste Committee of the Municipal Council is hereby authorized to invite and receive bids for the collection of ashes, refuse and debris, and, subject to the provisions of those ordinances governing the awarding of public bids, the Municipal Council is authorized to award the contracts for such collection of ashes, refuse and debris.
No person, other than employees of the City engaged in public work, shall deposit in, transport or carry through any public street, way, sidewalk or other public place of the City house offal, filth or other noxious refuse matter, except in accordance with a permit from the Board of Health.

The Commissioner of Public Works, with the approval of the Municipal Council Committee on Solid Waste, shall adopt written rules and regulations governing the preparation, sorting, and collection of solid waste, recyclables, compostables and related materials.[1]

A. 
For collection by the City of Taunton or its contractor, each household participating in the curbside trash and recycling program must place solid waste in City-approved collection bags, having a capacity of 30 to 33 gallons, and available for purchase at a cost of $2 per bag.

B. 
For collection by the City of Taunton or its contractor, each household participating in the curbside trash and recycling program must place recyclables only in City-approved plastic bins provided by the City of Taunton at no charge.
C. 
The Commissioner of Public Works is hereby authorized to establish and administer policies and procedures to carry out the provisions of this section.
