There are hereby created memorial subdivisions within the cemeteries of the City.

All memorial subdivisions created in the City cemeteries shall be governed by the provisions of this Article, except as otherwise provided herein.

The City Clerk shall prepare quitclaim deeds embodying the applicable provisions of this Article and give these deeds to purchasers of interment plots in the memorial subdivisions.

The provisions of this Article, in addition to the provisions of this Part 1 of Article II of Chapter 150 of this Code, shall govern the use of the Veterans Memorial Plot.

No fencing of any kind or description shall be built or placed in or around any lot or lots in a memorial subdivision, except that fencing, concrete markers and upright monuments may be permitted, upon approval by the Cemetery Director, in the southeast quarter of the Linton section, the northeast quarter of the Linton section, Block 4 of Old City and in Felkins Annex to Old Ulrey.

No grave mound shall be higher than four (4) inches above the level of its lot.

All monuments placed on any lot, except in the upright section, shall be set flush with the ground and shall be set under the supervision of the Cemetery Director.

The location of any headstone on any lot shall be under the supervision of the Cemetery Director.

Flowers and shrubs shall be placed on lots only under the direction of the Cemetery Director.

One (1) of the memorial subdivisions of the City cemeteries shall be designated as "Veterans Memorial Plot".

Part of the City cemetery shall be set aside as the Veterans Memorial Plot to provide burial space for those veterans who are financially unable to purchase burial spaces.
