A. 
The Township of Millcreek hereby reserves all of those police powers reserved to local authorities under 75 Pa.C.S.A. § 6109(a) to the extent the same have not been reserved under ordinances previously enacted.
B. 
The Township of Millcreek hereby reserves the powers to regulate or prohibit stopping, standing or parking; regulation of traffic by means of police officers; prohibiting or restricting use of highways at particular places or by particular classes of vehicles whenever the highway or portion of the highway may be seriously damaged by the use or the movement of the vehicles would constitute a safety hazard; regulating and temporarily prohibiting traffic on streets closed or restricted for construction or maintenance or special events; and adopting and enforcing such temporary or experimental regulations as may be necessary to cover emergencies or special conditions.
C. 
Powers reserved to Millcreek Township under this article shall be exercised by the Board of Supervisors or its designees. Except in emergency situations, powers under this article shall be exercised by resolution of the Board of Supervisors at a public meeting. In emergency situations not allowing for consideration by the Board of Supervisors at a public meeting, the Chief of Police or his designee shall have authority to exercise powers of administration and enforcement under this article.
Reasonable exercise of police powers requires implementation and enforcement of temporary or experimental traffic regulations as to any road, street or highway situated within the physical boundaries of Millcreek Township as may be necessary from time to time in response to emergencies or special conditions existing or occurring within the Township.
Designation of an area or location requiring implementation of temporary or experimental regulations as may be deemed necessary in response to emergency or special conditions provided for under this article shall be implemented only after an appropriate engineering and traffic investigation and recommendation by the Chief of Police or his designee, who shall be responsible for determining the reasonable need for such temporary or experimental regulations and implementation of same. In emergency situations, an engineering and traffic investigation shall not be required if the Chief of Police or his designee should believe implementation of such regulations necessary in the circumstances.
In those areas where a specific traffic or parking control is implemented, such regulation shall be effective only upon erection of official traffic or parking control devices or signs giving notice of this regulation in a manner consistent with the signage recommended by the Pennsylvania Department of Transportation regarding "special police regulation," and shall be erected upon or at the entrances to the roadway or highway or affected part thereof as may be most appropriate.
In the event temporary regulations have been imposed in emergency circumstances, the Chief of Police shall promptly report the same to the Board of Supervisors.
Any person who shall violate any of the provisions of this article shall, upon summary conviction before a Magisterial District Judge, be sentenced to pay a fine of not more than $25 and costs of prosecution.
