C.
Powers reserved to Millcreek Township under this article shall be exercised by the Board of Supervisors or its designees. In emergency situations not allowing for consideration by the Board of Supervisors at a public meeting, the Chief of Police or his designee shall have authority to exercise powers of administration and enforcement under this article.

In the event temporary regulations have been imposed in emergency circumstances, the Chief of Police shall promptly report the same to the Board of Supervisors.
Any person who shall violate any of the provisions of this article shall, upon summary conviction before a Magisterial District Judge, be sentenced to pay a fine of not more than $25 and costs of prosecution.
