The design of the City Seal shall be a circle 1 1/2 inches in diameter; in the center of the Seal a view of Mount Wollaston; in the outer circle, over the top, the dates "1625, 1640, 1792"; upon a scroll under the dates the word "Manet"; upon a table under the view the word "Quincy" and the date of its incorporation as a City, 1888, the whole to be arranged as shown below:

All deeds and other legal documents made, given or entered into by the City, requiring a seal, shall be sealed with the City Seal and shall be signed and acknowledged in behalf of the City by the Mayor.

The municipal standard of the City, which is hereby established, shall be made of white silk and shall be five feet in length and 3 1/2 feet in width, or in proportion thereto, provided that a City flag of like design and color may be made of bunting for outdoor display, the size of such bunting flag to depend upon the place of display. The body of the standard shall be white, as specified, with the official City Seal delineated in the center. The reverse of the municipal standard shall be the same as the body of the standard. The municipal standard shall have a fringe of gold; the City flag to be without a fringe.
The municipal standard of silk may be carried or displayed in parades, at reviews and on other official occasions when the Mayor is present, and when directed by him.
City organizations may have copies of the municipal standard on approval, in writing, of the Mayor.
A. 
Neither the municipal standard nor the City flag nor any reproduction shall be used for any commercial purpose, and no advertising device shall be placed upon it or used in connection with it, and the municipal standard or flag shall not be used for any purpose not authorized by this and the three preceding sections, except with the written permission of the Mayor.
B. 
Any person violating any provision of this section shall be punished by a fine of $20 for each offense, and not only the person actually doing the prohibited thing but also his employer and every person concerned in so doing shall be punished by such fine.

The City Clerk shall be the custodian of the municipal standard and of the City flags that are the property of the City.
