A. 
The Board of Aldermen of Missouri Cities of the Fourth Class have the authority pursuant to the provisions of Section 79.450(7), RSMo., to enact ordinances establishing rules and regulations not inconsistent with the laws of the State expedient for maintaining the peace, good government and welfare of the City and its trade and commerce, which would embrace the display of yard signs.
B. 
That persons, partnerships, firms or corporations seeking to display yard signs promoting or advertising garage, patio, yard or similar sales ("yard sign") shall first complete a yard sign application on a form approved by the City Clerk of the City of Wentzville and obtain a yard sign permit from the City Clerk (or his/her designee).
C. 
Every yard sign promoting or advertising garage, patio, yard or similar sales shall display the number of such permit on the back of the sign so that the Wentzville Police or Code Enforcement Officer is able to verify that a permit has been obtained.
D. 
The duration of the yard sign permit shall not exceed seventy two (72) hours. No more than two (2) yard sign permits may be obtained or issued per calendar year for an address.
E. 
No yard sign promoting or advertising garage, patio, yard or similar sales shall be posted on utility poles or within road rights-of-way; nor shall they be displayed more than forty-eight (48) hours before or twenty-four (24) hours after the designated permit period as is set out in Subsection (D) above.
F. 
No yard sign promoting or advertising garage, patio, yard or similar sales shall be posted or displayed on the property of another without the permission of that other property owner.
G. 
That any person, partnership, firm or corporation who posts, erects or displays or who permits the posting, erecting or display of yard signs promoting or advertising garage, patio, yard or similar sales in violation of any of the provisions of this Section shall be subject upon conviction of a fine of up to one hundred dollars ($100.00) for each violation, as well as to the removal of said yard sign by the Wentzville Police or Code Enforcement Officer. Each day and each sign not in compliance with this Section shall constitute a separate violation.
