The City Treasurer, elected as provided by law, shall carry out such duties and exercise such powers and functions with respect to the collection, receipt, safekeeping, accounting for and disbursement of public monies as are provided by general law, including county, City, institution district and school district taxes and, in addition thereto, shall receive for deposit from the departments of the City government all City monies collected by such departments.
The City Treasurer shall disburse all funds by check, countersigned by the City Controller in accordance with warrants issued to the City Treasurer and duly signed by the City Controller and the head of the City department or office listing such disbursements. The City Treasurer shall have all the powers, duties and functions relating to the collection, receiving, safekeeping, accounting for and payment over of public monies, including county, City, institution district and school district tax, as provided by general law, and shall perform such other functions and duties as may be required of him by the Council.
The City Treasurer shall furnish such fidelity bond and other insurance as required by general law and in such amounts as Council, by ordinance, may direct.
