The library and branches thereof shall be forever free to the
use of the inhabitants of the City, always subject to such reasonable
rules and regulations as the Library Advisory Board may adopt in order
to render the use of the library and branches of the greatest benefit
to the greatest number. The Library Advisory Board may exclude from
the use of the library and its branches any and all persons who willfully
violate any such rules. The Board may extend the privileges and use
of the library to persons residing outside of the City upon such terms
and conditions as the Board, from time to time by its regulations,
may prescribe.

The librarian shall make within eight (8) weeks after the end
of the fiscal year an annual report to the Library Advisory Board
stating the condition of the library and its services on the last
day of the fiscal year, the various sums of money received from library
funds and other sources, and how the monies have been expended and
for what purposes, and such other statistics, information and suggestions
as may be of general interest. This report shall be transmitted by
the Board to the Mayor and City Council and a copy shall be transmitted
at the same time to the State library.

It shall be unlawful for any person to take from the public
library or its branches any book, pamphlet, periodical, paper, phonograph
record, cassette tape or other property, except in accordance with
the rules established by the Library Advisory Board.

It shall be unlawful for any person to take or borrow from the
public library or its branches any book, pamphlet, periodical, paper,
phonograph record, cassette tape or other property and neglect to
return the same within two (2) weeks from the date of mailing a statement
to his/her address.

It shall be unlawful for any person to willfully or wantonly
cut, mutilate, mark, tear, write upon, deface or otherwise destroy
or injure, in whole or in part, any book, pamphlet, periodical, paper,
phonograph record, cassette tape or other property belonging to the
library or shall suffer any such injury to be inflicted while the
property is in their custody or shall willfully or wantonly injure
any of the furniture or property in the library building or on the
library grounds.

An outside book deposit is maintained for the convenience of
those using the library but does not relieve any person depositing
library property therein from the responsibility of properly returning
the property nor from any injury to any such property.

A.
Qualifications. Members of the Library Advisory Board shall
be registered voters and residents of the Farmington R-VII School
District, however, not less than seven (7) members shall be residents
of the City of Farmington.
B.
Term. Each year, on or before the regular meeting of the
City Council in May, the Mayor shall, with the recommendations of
the incumbent members of the Library Advisory Board given due consideration
and with the consent of the City Council, appoint three (3) additional
members to the Board who shall hold office for three (3) years.
C.
Ex Officio Member. The Chairman of the Public Services Committee
shall serve as the ex officio member of the Library Advisory Board
and shall maintain liaison with the City Council and the City Administrator,
but shall not have a vote in the decisions of the Board.
D.
Vacancy. If a vacancy occurs, the Library Advisory Board
shall submit a recommendation to the Mayor to fill the vacancy. The
City Council shall fill the vacancy by appointing a new member to
serve the balance of the unexpired term.

No member of the Library Advisory Board shall receive compensation
as such, and no person shall be employed by the Board who is related
either by blood or by marriage to any member of the Board.

The Library Advisory Board shall establish regular scheduled
meetings in their bylaws and call special meetings as often as required.
The Board shall adopt bylaws to govern the conduct of business.

The Library Advisory Board shall elect a Chairman, a Vice Chairman
and a Secretary from its membership to serve a term of one (1) year
at its first (1st) meeting after the first (1st) City Council meeting
in April of each year. The names of the new officers shall be reported
to the City Council at their next regular meeting.

A.
The
Library Advisory Board shall act in an advisory capacity to the City
Council for the purpose of developing, reviewing and promoting any
and all library programs and activities which are funded out of the
general revenue of the City.
B.
The
Board may investigate or study any problem or condition related to
the development and improvement of the City library. The Board may
present a proposed plan of design to the City Council.
C.
The
Board shall keep the City Council informed of its activities.
D.
The
Board shall have the power to appoint subcommittees of citizens who
are not members of the Board for designated periods of time to assist
with specific projects relating to the library facilities and operations.
The subcommittees will report their findings and recommendations to
the Library Advisory Board which shall make any final report and recommendation
to the City Council. Each subcommittee will disband when work in its
assigned project is completed.
E.
The
Library Advisory Board shall develop and recommend library policies
to the appropriate committee of the City Council for their consideration
and adoption.

The Library Advisory Board shall, during the annual budget cycle
of each year, submit to the City Administrator its recommendation
for the library budget.

A.
The
library staff shall be classified as full-time regular employees of
the City and shall be entitled to the benefits thereof.
B.
The
Board shall recommend job descriptions for staff positions to the
City Administrator.
C.
When
vacancies occur on the library staff, the Board shall take the appropriate
measures to obtain qualified applicants. From these individuals, representatives
from the Board shall assist the City Administrator in interviewing
and selecting the most suitable person for employment in this position.
D.
The
librarian shall consult with the City Administrator on matters pertaining
to the day-to-day operation of the library.
