A. 
The Personnel Board, provided for herein, shall consist of five (5) members and shall consist of one (1) member from each ward of the City and one (1) to be selected at large.
B. 
Prior to the May, 1981, regular meeting of the City Council, each Councilman shall submit to the Mayor the names of one (1) Democrat and one (1) Republican residing in their respective wards; and the Mayor may either accept or reject the recommended names; and should the Mayor reject all four (4) names from a particular ward, the Councilman in said ward shall each submit two (2) additional names. The Mayor shall then appoint the Personnel Board with consent of a majority of the City Council.
C. 
Except for the initial appointments, all terms of the members of the Personnel Board shall be for three (3) years and until their respective successors are appointed. The expiration of appointments shall be so staggered so that a term of not more than two (2) members shall expire at the same time.
D. 
The Mayor shall fill all vacancies on the Board for expired and unexpired terms in like manner as the original appointments are made.

A. 
The Personnel Board shall organize itself and it shall be the Board's duties, as a body, to:
1. 
Hold those meetings which are necessary for the proper discharge of its duties;
2. 
Choose one (1) of the members of the Board each year to act as Chairman for the term of one (1) year, no member shall serve consecutive terms in this capacity;
3. 
Require a majority of the members to constitute a quorum;
4. 
Enact such rules and regulations as are necessary to conduct its business and to carry out the intent by this Chapter but no such rule shall be effective until approved by the City Council;
5. 
Prepare or cause to be prepared and give examinations to candidates for appointment and promotion and to certify lists of eligibles to the Mayor or other appointing authority as herein provided;
6. 
Perform such other duties as the City may by ordinance prescribe.

The Personnel Board shall keep, or cause to be kept, a record of efficiency for each employee in the Police Department for making promotions on the basis of merit to be ascertained by competitive examination, by conduct in office, conduct as a citizen and by seniority in service, and all vacancies shall be filled by promotion from a promotion list in all cases where it shall be for the best interest of the service to fill such vacancies. The method of examination for promotion and certification shall be prescribed by the Personnel Board.
