A. 
It shall be unlawful for any person, without a permit as promulgated by Sections 510.120510.210 of this Code, to cause to be made any cuts or excavations in, through or under any street, sidewalk, alley or public place in the City for any purpose whatsoever.
B. 
Any person who violates the provision of this Section shall be guilty of an ordinance violation.

Every person who shall cast or throw into or upon or allow to run into or upon any street, alley, public place or sidewalk, or into any lot or premise of another, any offal, carcass, putrid matter, blood or liquid, or any noxious or offensive liquid or matter or any refuse matter or substance, animal or vegetable, shall be deemed guilty of an ordinance violation.

A. 
Every person who shall cast or track into or upon or allow to run into or upon any street, alley, public place or sidewalk, or into any lot or premises of another, any mud, dirt or debris shall be deemed guilty of an ordinance violation.
B. 
Any of the above acts by an agent, contractor or subcontractor of a person may be attributed to said person.
C. 
Any person violating any provision of this Section shall be guilty of an ordinance violation and shall upon conviction be punished by a fine of not more than five hundred dollars ($500.00).
D. 
In addition to the punishment set out in Subsection (C) above in cases of new construction and/or landscaping, any person violating any provision of this Section shall have his/her building permit revoked.

It shall be unlawful for any person to remove snow from any private property onto any public street or alley or any other public place in the City.

Whoever shall, on any street, alley or thoroughfare of this City, engage in any sport or exercise likely to cause injury to any person passing over any such street, alley or thoroughfare, or to hinder the passage of traffic over, thereupon shall be deemed guilty of an ordinance violation.

It shall be unlawful for any person engaged in the garage business or the business of repairing motor vehicles to do or permit any work upon any such vehicle in the streets or upon the sidewalks of the City in front of or in the vicinity of his/her garage or repair shop.

A. 
The Mayor or any authorized agent or representative of the City is empowered to close any street, alley, thoroughfare or public place within this City, or to withdraw the same from public use, temporarily and during the period as public work thereon shall make such action necessary. Whenever the Mayor or any authorized agent or representative of the City shall order any such street, alley, thoroughfare or public place withdrawn from public use, a written or printed notice in large and conspicuous letters shall be posed thereupon at each entrance to each block stating that the street, alley, thoroughfare or public place is closed and withdrawn from public use.
B. 
Any person using or attempting to use or driving, attempting to drive any animal or vehicle upon or along any street, alley, thoroughfare or public place closed and withdrawn from public use, or who shall, without lawful authority, remove, destroy or mutilate any sign posted as provided in this Section, shall be deemed guilty of an ordinance violation.

A. 
No person shall drive any heavy tractor, steam engine or heavy equipment over and across any sidewalk, curbing or crossing within this City which is likely to break or injure the sidewalk, curbing or crossing, unless the wheels of the vehicle be covered with rubber or with other similar substance or unless the sidewalk, curbing or crossing be sufficiently and fully protected by the laying down of planks or other material which will prevent injury thereto.
B. 
Any person violating the provisions of this Section shall be deemed guilty of an ordinance violation and shall be held responsible to the City for the cost of repairing any break or injury to any sidewalk, curbing or crossing caused by the violation of this Section.

A. 
Flow Of Water. Every person who shall obstruct the passage of any water, or suffer the same to be done by any person under his/her control, so as to cause it to flow upon any public street, alley or sidewalk and shall fail to remove such obstruction when required to do so by a Police Officer shall be deemed guilty of an ordinance violation.
B. 
Sidewalks. Any person occupying any store, shop or office on either side of any street in this City shall be required to keep the sidewalk in front of or alongside of his/her premises free from any obstruction or thing tending to obstruct the sidewalk; and anyone failing to comply with the requirements of this Subsection shall be deemed guilty of an ordinance violation.
C. 
Awnings. All awnings erected in this City shall be required to extend entirely over the sidewalk over which they are constructed and they shall be at least seven (7) feet from the sidewalk at the lowest point; provided, movable awnings may be erected over doors and windows but they shall be at least seven (7) feet from the sidewalk at the lowest point. Any person violating the provisions of this Subsection shall be deemed guilty of an ordinance violation.
D. 
Doors And Gates. No garage or shed doors or gates shall be permitted to remain open so that they obstruct the use of any sidewalk in this City by pedestrians.

A. 
Whoever shall himself/herself, or by another, place upon any street or other public place in this City any obstruction not authorized by ordinance, or make any excavation in any such places without lawful authority, or displace or remove any stones, stakes or other landmarks placed by any officer of the City under authority thereof, or injure or deface any property shall be deemed guilty of an ordinance violation.
B. 
Any person who shall attempt to construct any street or alley under the terms of this Chapter without having first obtained a permit for the same, and any person, having obtained a permit for the construction of any street or alley under this Chapter, who shall fail to conform to the plans and specifications as approved by the City Council for the street or alley shall be deemed guilty of an ordinance violation.

A. 
All driveways or crossings over ditches connecting streets and highways with the private property shall be made under the supervision of the Superintendent of Streets.
B. 
Any person or persons who shall willfully or knowingly obstruct or damage any public or private road by obstructing the side or cross drainage or ditches thereof, or by turning water upon such road or right-of-way, or by throwing or depositing brush, trees, stumps, logs or any refuse or debris whatsoever in said road, or on the sides or in the ditches thereof, or by fencing across or upon the right-of-way of the same, or by planting any hedge or erecting any advertising signs within the lines established for such road, or by changing the location thereof, or who shall obstruct said road, highway or drains in any other manner whatsoever shall be deemed guilty of an ordinance violation.

A. 
Definitions. As used in this Section, the following terms shall have these prescribed meanings:
PARENT
A person who is the natural parent, adoptive parent, guardian or stepparent of another person.
PUBLIC PLACE
The exterior of any publicly or privately owned building or real property including, but not limited to, parking lots, steps, access walkways and grounds excepting, however, City sidewalks which parallel City streets lying outside of the business district of the City of Farmington as defined in Section 300.020 of this Code.
B. 
No person shall ride a skateboard nor use roller skates or roller blades in a public place.
C. 
No parent of a minor shall permit, or by insufficient control to allow, any minor to use skateboards, roller skates or roller blades in any public place.
D. 
Permissive Use. The owner of a privately or publicly owned building or ground may give permission for the use of skateboards, roller skates or roller blades upon the property of the owner.

A. 
It shall be unlawful for the owner or occupier of any real estate in the City to maintain or allow any tree or shrub, or any limb or branch thereof, to overhang any sidewalk, street or other public place in such a way as to impede or interfere with traffic or travel on any such public way or place, or which has become likely to fall on or across any such public way or place.
B. 
Any such tree or shrub, or any limb or branch thereof, described in this Section shall be trimmed or removed by the owner or occupier of the premises on which it grows in order to remove any such condition.

It shall be unlawful for the owner or occupier of any real estate in the City to maintain or allow any tree or shrub to grow or stand upon his/her real estate when by reason of disease, injury, age or any other condition it has become likely for any such tree or shrub or any limb or branch thereof to fall, whereby injury or damage might be caused to some person or neighboring structure or improvement.

It is unlawful for any person to write, paint or print any sign, advertisement or other writing upon any sidewalk in the City.

It shall be unlawful for roof drains and sump pumps to be drained or discharged in a manner that creates ice or algae accumulation on City sidewalks, walkways, roads and/or streets; or creates the ponding or accumulation of water or ice on or over adjoining property.
