Every owner, occupant or person who owns or occupies any building
within the City shall establish a solid waste collection program providing
for collection of solid waste from the premises not less than one
(1) time per week.

The collectors of such solid waste shall be only those who are licensed by the City as provided in Section 230.230. Agreements with solid waste collectors shall provide for the removal of all residential trash, garbage, commercial trash and garbage, bulky rubbish, tree limbs and yard waste.
