There is hereby created a board consisting of nine (9) citizens and one (1) ex officio member, to be determined as set out in Section 235.140(C), which shall be known and is designated as the Park and Recreation Advisory Board.

A. 
Qualifications. Members of the Park and Recreation Advisory Board shall be residents of the Farmington R-VII School District, however, not less than five (5) members shall be residents of the City of Farmington.
B. 
Term Of Members. Members of the Parks and Recreation Advisory Board shall hold their respective office from the first (1st) of June following their appointment. They shall be appointed for a term of three (3) years.
C. 
Ex Officio Member. The Chairman of the Public Services Committee shall serve as an ex officio member of the Park and Recreation Advisory Board and shall maintain liaison with the City Council and the City Administrator, but shall not have a vote in the decisions of the Park and Recreation Advisory Board.
D. 
Tenure. Members of the Park and Recreation Advisory Board shall serve at the pleasure of the City Council and may be removed by the Mayor with the consent of the Council. The tenure of office of these members shall not exceed two (2) consecutive terms.
E. 
Vacancies. Vacancies shall be filled by the Mayor, with the consent of the City Council, and appointments shall be for the unexpired term of his/her predecessor.

The Park and Recreation Advisory Board shall conduct regular meetings as necessary to fulfill the duties and obligations of the Board. The Park and Recreation Advisory Board shall adopt bylaws consistent with the intent of this Article.

The Park and Recreation Advisory Board shall elect a Chairman, a Vice Chairman and a Secretary to serve a term of one (1) year each. The names of officers shall be reported to the City Council as soon as practicable following their appointment.

A. 
The Park and Recreation Advisory Board shall act in an advisory capacity to the City Council to review, promote and expedite development of existing and new public park and recreational facilities and activities.
B. 
The Park and Recreation Advisory Board may investigate or study any problem or condition related to the construction, improvement or addition to any park or related recreational facility or recreational program owned, maintained or operated by the City.
