That a certain document, one (1) copy of which is on file in the office of the City Clerk of the City of Farmington, Missouri, being marked and designated as the International Fire Code, 2015 Edition, including Appendix Chapters Appendix C and Appendix D (except that fire apparatus access roads and fire lanes shall have a minimum unobstructed width of not less than twenty-six (26) feet.) (see International Fire Code Section 101.2.1, 2015 Edition), as published by the International Code Council, be and is hereby adopted as the Fire Code of the City of Farmington, in the State of Missouri regulating and governing the safeguarding of life and property from fire and explosion hazards arising from the storage, handling and use of hazardous substances, materials and devices, and from conditions hazardous to life or property in the occupancy of buildings and premises as herein provided; providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said Fire Code on file in the office of the City of Farmington, Missouri, are hereby referred to, adopted, and made a part hereof as if fully set out in this legislation, with the additions, insertions, deletions and changes, if any, prescribed in Section 500.110 of this Article.

The following Sections of the International Fire Code, 2015 Edition, are hereby revised as follows:
Section 101.1. Insert: City of Farmington, Missouri.
Section 103.0. Fire Department.
Section 103.1. General. The Fire Chief shall be responsible for the implementation, administration, and enforcement of the provisions of this code.
Section 103.3.1. Building Official. The Building Official shall be authorized to enforce or coordinate the enforcement of any provisions of the Fire Code necessary to ensure the requirements of this code, other codes, ordinances, and standards of the City for which said office is responsible.
Section 103.3.2. Zoning Administrator. The Zoning Administrator shall be authorized to enforce or coordinate the enforcement of any provisions of the Fire Code necessary to ensure the requirements of this code, other codes, ordinances, and standards for the City for which said office is responsible.
Section 108 Board of Appeals is hereby deleted and replaced with the following:
SECTION 108 MEANS OF APPEAL.
Section 108.1 Appeals. Applications for appeal of a decision of the code official shall be made in accordance with Section 113 and Appendix B of the Building Code.
Section 111.4. Insert as referenced in Section 500.410.
Section 307.2. Permit Required. No person shall kindle any fire for Open Burning until a permit has been obtained from the Fire Department. Permits for Open Burning need not be in writing, except that the Fire Department shall keep a log of the dates, names of applicants, locations where Open Burning was requested and whether Open Burning permit was approved.
Section 307.2.1. Open Burning Prohibited. No person shall kindle any fire in City streets, sidewalks, parking lots, gutters, or other public facility. Open Burning on property in Commercial Zoning Districts shall be prohibited except by written permission of the Fire Chief or his authorized designee, and only under approved special conditions.
Section 308.7. Aerial Luminaries Prohibited. As used in this Section, the term "Aerial Luminaire" shall mean and refer to, a lantern, commonly of paper with a bamboo or other frame, using an attached heat source to become and remain airborne by the use of heated air. Other common names for an "Aerial Luminaire," include, but are not limited to, Chinese Sky Lantern, Hawaii Sky Lantern, Sky Lantern, Kongming Lantern, Flying Lanterns, Floating Lanterns, Sky Candles, or Wish Candles. This definition does not include a hot air balloon capable of transporting human beings or those designed to loft scientific or other payloads, such as a weather balloon or other similar device.
Section 308.7.1: It shall be unlawful to discharge, light, fly, release into the atmosphere, or otherwise use within the City "Aerial Luminaries," as defined in this Section.
Section 405.2. Group E Frequency: Once per semester while school is in session.
Section 503.2.1. Dimensions. Fire apparatus access roads shall have a minimum unobstructed width of not less than twenty-six (26) feet, except for approved security gates in accordance with Section 503.6, and an unobstructed vertical clearance of not less than thirteen (13) feet six (6) inches.
Section 503.2.1.1: The full width of the fire apparatus access road shall be provided on both sides of any median or island.
Section 503.2.2. The Fire Chief or authorized designee.
Section 505.1.1. The required height of address numbers more than one hundred fifty (150) feet from the nearest public roadway shall not be less than six (6) inches high with a stroke width of one (1) inch.
Section 505.1.2. The height and stroke width of address numbers shall be increased, as approved by the Fire Chief or Code Official, for all buildings greater than one hundred fifty (150) feet from the nearest public roadway.
Section 505.1.3. The address or unity range including in buildings such as apartment buildings or strip malls shall be marked on the face of the building most visible from a public street. The proper address or unity number for each unit shall also be marked near the entrance to each unit.
Section 505.1.4. A directory of addresses or units shall be provided where required by the Fire Chief or Building Official.
Section 5601.1.3. Fireworks. The possession, manufacture, storage, sale, handling and use of fireworks are prohibited.
Exceptions: Delete and replace with:
1. A fire prevention permit may be issued for a maximum period of twenty-four (24) consecutive hours for the possession and use of fireworks for the purpose of organized public fireworks exhibitions.
a. Such displays shall meet all applicable requirements of this code, and all applicable State and Federal requirements.
b. In addition to review and approval by the Fire Chief or authorized designee, such fire prevention permits shall be signed by the Mayor or the President Pro-Tem of the City Council in absence of the Mayor.
2. Manufacture and assembly of fireworks as permitted in Section 5605.
3. The possession, and use of small Division 1.4G fireworks such as poppers, snappers, and smoke devices which conform to all other local, State and Federal requirements.
4. A fire prevention permit may be issued by the Fire Chief or Authorized Designee for the sale and storage of small Division 1.4G fireworks such as poppers, snappers, and smoke devices in accordance with all other local, State, and Federal requirements.
Section 1103.5.3. Insert: Sprinkler system must be installed in existing buildings within one (1) year after discovery or notification that said products are manufactured, stored or handled in quantities exceeding one hundred (100) pounds (45 kg) unless the Fire Chief or authorized designee determines a different time parameter is more appropriate based on Fire Safety needs in the existing building.
SPECIAL PROVISIONS
That the geographic limits referred to in certain Sections of the 2015 International Fire Code are hereby established as follows:
Section 5704.2.9.6.1 (geographic limits in which the storage of Class I and Class II liquids in above-ground tanks outside of buildings is prohibited): Storage shall be prohibited on property of residential zoning or use, except for approved storage in conjunction with agricultural uses.
Section 5706.2.4.4 (geographic limits in which the storage of Class I and Class II liquids in above-ground tanks is prohibited): Storage shall be prohibited on property of residential zoning or use, except for approved storage in conjunction with agricultural uses.
Section 5806.2 (geographic limits in which the storage of flammable cryogenic fluids in stationary containers is prohibited): Storage shall be prohibited on property for residential zoning or use except for approved storage at hospitals.
Section 6104.2 (geographic limits in which the storage of liquefied petroleum gas is restricted for the protection of heavily populated or congested areas):
1. Liquefied Petroleum Gas for consumer use in 100# Cylinder (twenty-five (25) Water Gallons) and under is permitted in all Zoning Districts.
2. Liquefied Petroleum Gas in above ground storage tanks over 100# (twenty-five (25) Water Gallons) but not greater than 200# (fifty (50) Water Gallons) are allowable as specified in Table A of the City of Farmington Zoning Ordinance.
3. Liquefied Petroleum Gas in above ground storage tanks over 200# (fifty (50) Water Gallons) but not greater than two thousand (2,000) Water Gallons are allowable as specified in Table A of the City of Farmington Zoning Ordinance.
4. Liquefied Petroleum Gas in above ground storage tanks over two thousand (2,000) water gallons are allowable as specified in Table A of the City of Farmington Zoning Ordinance.
5. Liquefied Petroleum Gas Sales Offices are allowable as specified in Table A of the City of Farmington Zoning Ordinance.
6. Sales, Refill, and Exchange of Liquefied Petroleum with storage cylinders less than 200# (fifty (50) Water Gallons) are allowable as specified in Table A of the City of Farmington Zoning Ordinance.
7. Sales, Refill, and Exchange of Liquefied Petroleum with storage cylinders 200# (fifty (50) Water Gallons) or greater are allowable as specified in Table A of the City of Farmington Zoning Ordinance.
8. Liquefied Petroleum Gas in Underground Storage Tanks (three hundred (300) or less Water Gallons) are allowable as specified in Table A of the City of Farmington Zoning Ordinance.
9. Liquefied Petroleum Gas in Underground Storage Tanks (three hundred one (301) to two thousand (2,000) Water Gallons) are allowable as specified in Table A of the City of Farmington Zoning Ordinance.
10. Liquefied Petroleum Gas in Underground Storage Tanks (over two thousand (2,000) Water Gallons) are allowable as specified in Table A of the City of Farmington Zoning Ordinance.
11. Liquefied Petroleum Gas Production Facilities are allowable as specified in Table A of the City of Farmington Zoning Ordinance.
