All persons, owning or occupying stores, shops or offices of
any kind on any street or alley in this City are prohibited from sweeping
or throwing anything into any ditch or drain on any such streets or
alleys, and all persons owning or occupying these stores, shops or
offices shall be required to keep the ditches or drains in front of
or alongside of the building owned or occupied by them clear and clean
of all debris or things of any kind. If any building be unoccupied,
then the owner or agent shall be required to keep any such ditches
or drains clear and clean.

Whenever a private driveway shall be constructed leading from
any public thoroughfare in the City and across any gutter along the
thoroughfare, any such driveway shall be so constructed that it shall
not interfere with the free flow of water along the gutter. Whenever
a private driveway leading from a public thoroughfare shall be so
constructed that it interferes with the free flow of water along the
gutter of any such thoroughfare, the person who shall construct or
maintain the driveway shall be deemed guilty of an ordinance violation.
