A. 
Before a consumer is allowed to use electrical current from the electric distribution system of this City, they shall deposit with the Electric Department as follows:
1. 
A residential homeowner without electric heat: $50.00.
2. 
A residential homeowner with electric heat: $100.00.
3. 
A residential renter without electric heat: $100.00.
4. 
A residential renter with electric heat: $150.00.
5. 
A trailer or mobile home: $100.00.
6. 
General service, not less than one hundred dollars ($100.00) nor more than one thousand five hundred dollars ($1,500.00).
B. 
All deposits will be refunded after two (2) years of good credit. "Good credit" shall mean the consumer shall not have been in arrears during the preceding two (2) years. All new residential customers that can establish that he/she had a previous service account with an electrical utility for a period of at least twenty-four (24) months for which all undisputed charges were satisfactorily paid shall not be required to make the above deposit.

The amount of electric current furnished by the City to any consumer for any and all purposes shall be measured through a suitable meter which will be furnished the consumer by the Utilities Superintendent. The meter shall be furnished at the expense of the consumer. If the consumer discontinues the use of electric current from the City distribution system and returns the meter to the City, the City shall refund the cost of the meters. All meters shall be kept in repair and working order at the expense of the consumer.

A. 
The rate category under which a consumer shall fall shall be determined as follows:
1. 
Residential summer and winter rates. The residential standard and winter rates shall apply as the electrical current consumed in structures or dwellings used or occupied as residences, individual family apartments or on farms, supplied through one (1) meter, where the City power is the sole source of supply. It shall not be applicable for service to recognized rooming or boarding houses or establishments of a commercial nature. Service is for the exclusive use of the customer and shall not be resold or shared with others.
2. 
Schools and churches rates. The schools and churches rates shall apply to electrical current consumed year-round for general purposes by non-commercial school of elementary or high school rank and elementary and religious institutions not operated for profit.
3. 
General service rate. General service rate shall apply to the electrical current consumed by all consumers except those described in Subdivisions (1), (2) and (4). General service large service rate shall apply to those consumers who have demonstrated consumption in excess of fifteen thousand (15,000) kWh in a single billing period.

5. 
Water heating credit. Water heating credit shall be available to consumers receiving electric service under the residence rate and shall apply only to uncontrolled fast recovery water heaters equipped with two (2) four thousand five hundred (4,500) watt heating elements interlocked to prevent simultaneous operation of upper and lower elements.
B. 
The rates for electric current, whether for lighting power or any and all other purposes furnished to consumers, shall be as fixed by the last ordinance passed by the City Council relating thereto.
C. 
Net Metering Billing Policy.

1. 
The City Administrator is hereby authorized and directed to implement policies in accordance with the Missouri Net Metering and Connection Act for net metering services to qualifying utility customers.
2. 
If the electricity supplied by the City exceeds the energy generated by the customer-generator during the billing period, the customer generator shall be billed for the net electricity supplied by the City in accordance with Section 720.130 of this Chapter.
3. 
If the electricity generated by the customer-generator exceeds the electricity supplied by the City during the billing period, the customer shall be billed the customer charge in accordance with Section 720.130 of this Chapter and shall receive an account credit per excess kilowatt hour equal to the "MoPEP Avoided Energy Rate" per kilowatt hour as reported to the City on its monthly wholesale energy invoice from Missouri Joint Municipal Utility Commission for the month immediately preceding the billing period for which the customer-generator credit is applied.

Pole rental

A non-refundable and non-transferable installation fee of one hundred dollars ($100.00) will be charged when the light is installed on an existing utility pole. If it is necessary to install a new pole, the customer will be required to pay for the actual cost of the installation, including all equipment, labor and materials.

In the event that any meter used for the registering of electric current gets out of order or fails to register correctly the amount of electric current passing through it, the consumer shall be charged at the rate of the average daily consumption of current as shown by the meter readings during the last previous month during which current shall have been used through that meter.

It shall be the duty of the Utilities Superintendent or his/her assistants to visit monthly each residence, place of business or other place where a meter or meters are kept, to read its meters and ascertain therefrom the amount of electric current consumed through these meters during the previous month. It shall be the Superintendent's or his/her assistant's duty to make out a statement of the amount of electric current thus consumed. Thereupon a statement of the amount of electric current and the total cost thereof shall be mailed through the United States mail to each consumer.

A. 
All accounts for the use of electric current shall be due and payable monthly by the consumer, either in person or by letter, to the City Electric and Water Department office. If the account of any consumer, whether for electric used, supplies furnished or work done, is not paid on or before ten (10) days past the due date designated on said statement, the Utilities Superintendent shall immediately cut off the delinquent customer from the electric supply and shall not furnish the consumer with electric service while his/her indebtedness remains unpaid.
B. 
Any consumer who has a dispute as to the correctness or other conditions of the account so rendered, after first paying the account in full as hereinbefore provided, may make written objection thereto within thirty (30) days of the date the account is rendered to the City electric light and water plant, and upon any such written objection being made, the City Administrator and the head of the Electric Department shall make a proper investigation of the objections to the account, including an on-site investigation if appropriate, and the City Administrator shall determine the validity of the objections and notify the complaining consumer in writing of his/her determination within ten (10) days of the date a written objection is filed. Refunds determined valid will be credited to the complaining consumer within the next billing period.
C. 
Objections denied by the City Administrator may be appealed by the complaining consumer to the Electric Committee for hearing. Any such appeal must be filed in writing by the consumer with the City Administrator within ten (10) days of the determination complained of.
D. 
The Electric Committee shall conduct a hearing within fifteen (15) days of the date the hearing is requested and the written decision of the Electric Committee shall be made within fifteen (15) days of the date the hearing is held. The decision of the Electric Committee shall be final.

If any delinquent consumer's electric shall have been cut off from the current of this City as provided for in Section 720.160, the consumer shall not be reconnected to the City electric current distribution system until he/she shall first pay the sum of fifty dollars ($50.00) as a reconnection fee. If said delinquent consumer wishes the reconnection to be made other than during normal working hours, the consumer shall pay the sum of one hundred dollars ($100.00) as a reconnection fee.

A. 
In addition to the electric current monthly rates charged pursuant to Section 720.130, the City shall collect a purchased power adjustment on the sale of each kilowatt hour to each customer according to the following terms:
1. 
A purchased power adjustment shall be charged to utility customers in any billing period when the average purchased power cost exceeds one hundred four percent (104%) of the base purchased power cost. The amount charged to utility customers shall be an amount equal to the cost per kilowatt hour exceeding one hundred four percent (104%) of the base purchased power cost multiplied by the kilowatt hour supplied to the customer for the billing period.
2. 
A purchased power adjustment shall be credited to utility customers in any billing period when the average purchased power cost is less than ninety-three percent (93%) of the base purchased power cost. The amount credited to utility customers shall be an amount equal to the cost per kilowatt hour less than ninety-three percent (93%) of the base purchased power cost multiplied by the kilowatt hour supplied to the customer for the billing period.
