No person shall operate or drive a motor vehicle (except emergency
vehicles on emergency runs) or any other conveyance on any street,
boulevard, thoroughfare, or public way in this City, at any time,
at a rate of speed in excess of twenty-five (25) miles per hour, except
as greater or lesser speed is hereinafter provided for certain State
and Federal highways:
