D.
The receptacle in which garbage is placed shall be a watertight container with a lid to properly fit said container so as to prevent the garbage from being distributed over the surface of any street, byway or public place; provided, however, that it shall be lawful to securely wrap garbage in stout paper packages, provided that said packages are placed within the receptacle.
