A Park Board is hereby created for the City of Oak Grove and hereinafter referred to as the "Board".
The Board shall consist of seven (7) members selected by the Mayor with approval of the Board of Aldermen. Each of the Board members shall be residents of the City of Oak Grove; there shall be an attempt to select two (2) members from each ward of the City. A member of the Board of Aldermen may serve on the Park Board.
The terms of the members of the Board shall be for three (3) years but the terms of the first (1st) Board shall be varied so that succeeding terms will be staggered. A Board member may be removed by the Board of Aldermen for cause after a public hearing. There shall be no compensation for the members of the Board.
The Board shall select a Chairman, Vice Chairman, Secretary and a Treasurer for one (1) year terms with no restrictions on the number of terms.
The Board shall adopt rules of procedure, provide for holding regular and special meetings, and maintain a record of its transactions and meetings which will be public.
The Board shall recommend a budget and submit it to the Board of Aldermen on an annual basis which shall outline the physical development of the parks and recreational needs of the City.
The Board shall have the power necessary to enable it to perform its function of implementing the physical development of the parks and recreation for the City, including reviewing and approving special events permits for the use of the parks. The Board of Aldermen has the right to review and reject all budget requests and development plans submitted to it by the Board.

Created. There is hereby created and established a City Tree Board. The Tree Board shall consist of five (5) members who are citizens and residents of the City of Oak Grove. Four (4) of the members shall be appointed by the Mayor with the approval of the Board of Aldermen and the fifth (5th) member shall be a representative from the Board of Aldermen designated by the Mayor.
Term Of Office. The term of the five (5) persons to be on the City Tree Board shall be two (2) years. In the event that a vacancy shall occur during the term of any member, a successor shall be appointed by the Mayor for the unexpired portion of his/her term.
Compensation. Members of the City Tree Board shall serve without compensation.
Operation. The City Tree Board shall establish its own bylaws, keep a journal of its proceedings and choose its own officers by a majority vote of a quorum. Officers shall include a Chairman who shall preside at all Tree Board meetings and a Vice Chairman who shall preside in his/her absence. A majority of the members shall constitute a quorum for the transaction of business. Designated meetings of the Tree Board shall be scheduled as deemed necessary by its members.
Duties And Responsibilities. It shall be the responsibility of the City Tree Board to study, investigate, advise, report and recommend to the Board of Aldermen or appropriate department head any action, plan or program which the Tree Board determines to be necessary or advisable for the care, selection, preservation, trimming, planting, replanting, removal or disposition of trees and other woody vegetation located in public parks or other City-owned or maintained grounds or on public land adjacent to all City streets, avenues, boulevards or parkways. It shall also be the purpose of the Tree Board to assist in securing the cooperation of the residents of Oak Grove in a coordinated and planned program of tree protection and planting on public and private property.
The Tree Board, when requested by either the Board of Aldermen or the Park Board, shall consider, investigate, research, report and recommend upon any special tree-related matter or question coming within the scope of its work.
Interference With City Tree Board. It shall be unlawful for any person to prevent, delay or interfere with the City Tree Board or any of its agents while engaging in and about the planting, cultivating, pruning, spraying or removing of any street trees or park trees as authorized in this Chapter.
Review By Board Of Aldermen.
The City Tree Board shall act in an advisory capacity to the Board of Aldermen, City Administrator and appropriate department head in carrying out activities required by this Chapter.
The Board of Aldermen shall have the right to review the conduct, acts and decisions of the City Tree Board, City Administrator or appropriate department head. Any person or persons severally aggrieved by a ruling of the City Tree Board may appeal to the Board of Aldermen who may hear the matter and make a final decision.
