There is established the Inspection Division, which shall be under the jurisdiction of the Building Inspector.

The Building Inspector shall have the power and it shall be his duty to enforce the provisions of this chapter and all other ordinances of the City of Watertown and all laws and orders of the State of Wisconsin which relate to building construction, and for these purposes he shall have the right at all reasonable times to enter buildings and premises.
Whenever any building work is done contrary to the provisions of this chapter, the Building Inspector may order the work stopped by notice in writing served on any persons engaged in doing or causing such work to be done, and any such persons shall forthwith stop such work until the condition in violation has been corrected or until authorized by the Building Inspector to proceed with the work.[1]

A. 
Any person, firm or corporation who shall violate any provision of this chapter shall be subject to the penalty provided in § 1-4 of this Code. Each violation and each day a violation continues or occurs shall constitute a separate offense. This section shall not preclude the City from maintaining any appropriate action to prevent or remove a violation of this chapter.
