A. 
The City shall consist of the following departments:
(1) 
Administration Department.
(a) 
The Administration Department is responsible for executive leadership via the Mayor, human resources, information technology, strategic initiatives and development.
(2) 
Legal Department.
(a) 
The City Attorney's office is to provide efficient, effective, high-quality legal representation to the City of Watertown. This includes general legal counsel to the Mayor, City departments and officials.
(3) 
Finance Department.

(a) 
The Finance Department performs financial and administrative functions for the City as well as other duties as required by state law and set forth in Chapter 136, Article II.
(4) 
Media Productions Department.
(a) 
The Media Productions Department is responsible for communications, video production, cable TV broadcasting of the government channel(s), website administration and social media for the City of Watertown.
(5) 
Engineering Department.
(a) 
The Engineering Department is a dedicated source of information and assistance relating to the planning, design, coordination, contracting and supervision of construction and capital improvements, as well as a means to obtain current information on public utilities, maps, and construction records. The Engineering Department oversees the Stormwater Utility and the Annual Street Capital Improvement Program.
(b) 
The Building, Safety and Zoning Department is charged with performing inspections and providing enforcement of building regulations and City codes to ensure safe, quality development in the City. It supports the safety and quality of life for the residents and visitors of the City of Watertown through the implementation of the City of Watertown Building and Zoning Codes.
(6) 
Fire Department.
(a) 
The Fire Department serves the public through preservation of life, property, and the environment through fire prevention, fire inspections, emergency response, fire investigation, and training.
(7) 
Department of Public Health.
(a) 
The Department of Public Health creates opportunities for safe and healthy living.
(8) 
Library Department.
(a) 
The library is a community destination that provides opportunities to engage, enrich, and entertain.
(9) 
Police Department.
(a) 
The Police Department is committed to providing the highest quality of police services to the people who live in, work in and visit the City. The primary focus of the Police Department is the enforcement of laws and ordinances, the protection of life and property, and collaborative problem solving with the community.
(10) 
Park, Recreation and Forestry Department.
(a) 
The Park, Recreation and Forestry Department strives to enhance the quality of life for the community and surrounding areas by providing leisure services, recreation and enrichment opportunities accessible to all throughout the year.
(11) 
Street and Solid Waste Department.
(a) 
The Street and Solid Waste Department's responsibilities are to clean, service, maintain, and install infrastructure in partnership with the Engineering Department. The Street and Solid Waste Department also collects recycling and solid waste throughout the City.
(12) 
Water and Wastewater Department.
(a) 
The Water and Wastewater Department is responsible for the finances, operation, maintenance and upgrading of the buildings, grounds, water distribution system, drinking water supply wells, drinking water treatment plants, sanitary sewer collection system and wastewater treatment plant.
B. 
It is the intention of this ordinance that any department changes be reflected in this chapter.
The City of Watertown shall have a Municipal Judge and associated Municipal Court. The mission of the Watertown Municipal Court is to impartially adjudicate traffic and ordinance cases such that the legal rights of individuals are safeguarded, and public interest is protected and served.
