The Licensing Board of the City of Watertown shall consist of
five members, including the Mayor and two Alderpersons from the Common
Council, to be appointed by the Mayor for a one-year term, to serve
without compensation. There shall also be appointed one citizen at
large member and one citizen member demonstrably representative of
the liquor industry, to be appointed by the Mayor for a two-year term,
to serve without compensation. The Chairperson of the Licensing Board
shall be the Mayor.
The duties of the Licensing Board of the City of Watertown shall
be as follows:
A. To investigate all license applications required to be submitted
by the Code of the City of Watertown and the Wisconsin Statutes and
present its recommendation to the Common Council, whenever necessary,
for approval. In the event the Licensing Board refuses to recommend
approval of any initial license under this Code, said decision shall
be final, subject to §§ 125.12(3m) and 125.12(2)(d),
Wis. Stats. The Licensing Board shall issue a written decision stating
the reason(s) for denial of a new license pursuant to § 125.12(3m),
Wis. Stats. The decision of the Licensing Board shall be final, subject
to an aggrieved party's right to seek review in Circuit Court pursuant
to § 125.12(2)(d), Wis. Stats.

B. To review all licensing ordinances of the City and make recommendations
to the Common Council regarding adoption or revision of the same.
C. To conduct fact-finding hearings, make findings of fact, conclusions
of law and a recommendation to the Common Council, and to perform
such other duties pertaining to the revocation, suspension, nonissuance
or nonrenewal of alcohol beverage licenses, pursuant to § 125.12,
Wis. Stats.
D. To perform such other duties as are delegated under the Code of the
City of Watertown.
