The Mayor is hereby empowered to contract in accordance with the provisions of MGL c. 40, § 22A, for the acquisition and installation of parking regulation devices provided for by this article and to maintain such regulation devices in good workable condition. Such parking regulation devices will be installed in the on-street meter parking zone and off-street public parking lots as described in § 270-66.
All fees received by the City Treasurer-Collector from the operation and use of parking regulation devices in the Downtown Beverly Parking District shall be used by the City as authorized by MGL c. 40, § 22A.
Purpose statement. The Downtown Beverly Parking District is created to manage public parking spaces to maximize public benefit by ensuring that reasonable access to parking is available to the variety of users within the downtown district. Reasonable access to parking will support a vibrant economy and an active downtown mixed-use district.

(1) 
On-street parking regulations devices.
(a) 
The hours of operation of on-street parking regulation devices in the Downtown Beverly Parking District will be as follows: Monday through Saturday, 8:00 a.m. to 8:00 p.m. Sundays and holidays are free.

The hours of operation of off-street parking regulation devices in the Summit Congress Lot in the Downtown Beverly Parking District are as follows: Sunday through Saturday, 8:00 a.m. to 8:00 p.m.; holidays are free. The hours of operation of off-street parking regulation devices in the Waterfront Lot in the Downtown Beverly Parking District are as follows: Sunday through Saturday, 8:00 a.m. to 8:00 p.m.; holidays are free. Additionally, no person shall park a vehicle for a period of time longer than two hours in the Waterfront Lot in any spaces marked with such limitation. Overnight parking is prohibited in the Waterfront and Summit Congress Lots between the hours of 1:00 a.m. and 6:00 a.m.

(b) 
The fee for parking regulation devices in off-street public parking lots in the Downtown Beverly Parking District, except for the Waterfront and Summit Congress Lots, will be up to $0.50 per hour. The fee for parking regulation devices in the Waterfront and Summit Congress Lots in the Downtown Beverly Parking District will be up to $1 per hour.

(c) 
Employees of businesses that are located within the Downtown Beverly Parking District may purchase a parking permit that allows them to park without making payment in an off-street public parking lot in the Downtown Beverly Parking District, excluding the Waterfront, Summit Congress, and Restaurant Lots, from Monday through Saturday, 8:00 a.m. to 8:00 p.m.

(d) 
Employee parking permits issued pursuant to this section will be issued by the Engineering Department.
(e) 
Fees established for employee parking permits will be up to $25 per month.
(f) 
Nonelectric vehicles shall not park in spaces designated as electric vehicle charging stations. Electric vehicles shall not park in spaces designated as electric vehicle charging stations if not actively charging.

City Hall parking lot.

(a) 
From 12:00 midnight Monday to 4:00 p.m. Friday, parking free of charge in the City Hall parking lot is authorized for official City business only. During these times, however, the following is prohibited:
[1] 
Parking in a space that is specifically designated by office or other reason, either by signs, markings or painted-on surface, or knowing that such space is used for such designated office or purpose, should such sign be unlawfully removed, destroyed or obliterated; and
[2] 
Parking in a visitor's space in excess of a posted time limit.
(b) 
Parking for non-City Hall business is permitted parking between the hours of 4:01 p.m. on Friday through 11:59 p.m. on Sunday. The hours of off-street parking regulation devices for the City Hall parking lot will be as follows: Friday, 4:00 p.m. to 8: 00 p.m., and Saturday, 8:00 a.m. to 8: 00 p.m. The devices shall not be operational on Sundays and holidays, i.e., parking is free.
(c) 
Parking outside of a lined parking space is prohibited at all times.
(d) 
Unauthorized parking may result in the vehicle being towed at the owner's expense under the provisions of Article IX of this chapter by the direction of the commanding officer of the Police Department, in addition to the penalties provided for under § 270-63 of this chapter.
