The Road/Bridge Department may provide limited services to other
County department public agencies and school districts that have facilities
directly adjacent to a County roadway. "Limited services" is generally defined to be hauling of aggregate and occasional grading
of aggregate entrances back to the right-of-way line (for resurfacing,
not new construction) and hauling of aggregate and occasional grading
of school bus turnaround. The public agency requesting services shall
be responsible for the cost of any materials required. Agencies must
make written request for such limited services to the Road and Bridge
Department with approval to be given by the Director of Public Works
or his authorized representative.

Incorporated communities within Cass County may contract with
the Road and Bridge Department for maintenance services for which
they do not have the personnel or equipment to perform for their citizens.
The local community shall provide evidence to the County that a private
sector vendor cannot be obtained or that a private sector vendor cannot
meet the maintenance requirements of the community due to excessive
cost, long lead time, etc. The work should be limited in scope and
should not adversely affect the ability of the Road and Bridge Department
to perform other required maintenance operations. Any agreement shall
be recommended by the Director of Public Works and approved by the
County Commission.
