A City Hospital shall be established, equipped, maintained and
operated in the City of Excelsior Springs, Missouri, for the care
and treatment of the sick and disabled, and to secure the general
health of the City. Said City Hospital shall be operated for said
purpose and not for the purpose of profit or revenue to the City and
there is hereby created for the operation of the same as an appointed
agency and a department of the City, a Board of Trustees to be known
as the "Board of Trustees of the Excelsior Springs City Hospital"
to be appointed as provided by law.

A. The
Mayor shall, with the approval of the City Council, appoint a board
of seven (7) trustees for the City Hospital. All members must be citizens
of the State of Missouri and shall be chosen with regard to their
fitness to serve as same is established by Section 96.160, RSMo. Their
powers shall be those set forth in Sections 96.150 through 96.228,
RSMo.
B. The
term of the office of trustees and vacancies on the board will be
filled in accordance with Section 96.170, RSMo.

The City Council and Mayor of the City shall annually levy and
have collected and paid to the Hospital Fund of the City a special
hospital tax of not exceeding that authorized by the laws of the State
of Missouri.
