For the purposes of this Article, the following terms mean or
include:
The City of Excelsior Springs, Missouri.
A motor vehicle operated on two (2) or three (3) wheels.
Any self-propelled vehicle designed or regularly used for
conveyance of passengers, freight, merchandise, supplies or materials.
Any individual, firm, corporation, partnership, co-partnership
or association.

All motor vehicles except motorcycles operated and/or owned
by persons who are residents of the City are required to have a City
motor vehicle license.

City motor vehicle licenses shall be per annum and valid from
the first (1st) day of January of each year to the thirty-first (31st)
day of December, at which time any City motor vehicle license issued
during said calendar year shall expire and become void.

The per annum license fees for all motor vehicles shall be four
dollars seventy-five cents ($4.75). This fee is per vehicle. There
is no fee for motorcycles.

Vehicle license fees shall be included on the personal property
tax bills mailed by the respective County Collector.

Vehicle license fees shall be subject to an eighteen percent
(18%) per annum penalty.
