The maximum fares which may be charged by any taxicab operator
or driver in the City shall be as determined and approved by the City
Council from time to time and on file in the office of the City Clerk.

Each and every taxicab operator on the streets of the City shall
have affixed thereto at a location in plain view of any passenger
therein, a placard setting out the maximum legal rates for taxicab
services, and such rates shall be so shown thereon as to be readily
visible to and readable by any occupant of such taxicab.

It shall be unlawful for any driver of a taxicab to demand or
receive a fee or charge for taxicab services to any person to whom
said driver has not rendered said service under the contemplation
of this Chapter.

It shall be unlawful for any person to refuse to pay the legal
fare of any taxicab after having hired the same.
