A person shall not throw, put or place trash, any substance,
material or any other thing however constituted in a storm sewer in
the City of Winchester, St. Louis County, Missouri.

It shall be unlawful for any person, firm, co-partnership or
corporation to place, deposit or cause to be deposited upon the streets
of the City of Winchester any mud, dirt, leaves or other organic matter,
refuse, trash, automotive fluids, debris, other similar matter, or
any object or structure in any roadway.

It shall be unlawful for any person, firm, co-partnership or
corporation to erect any box designed for the reception of United
States mail along the public streets of the City of Winchester at
a distance from the edge of the paved surface of said streets greater
than six (6) inches — no feet.

A.
No
person shall place or erect a basketball hoop, playground or sports-related
apparatus or similar object on or within a public roadway or sidewalk,
nor shall any person use such apparatus or object for any activity
conducted within a roadway or on a sidewalk.
B.
The
Street Commissioner or their designated representative or any Police
Officer may remove any such apparatus or object from a roadway or
sidewalk.
