From and after, March 15, 1997, the City of Overland shall henceforth
exist as a City of the Third Class, Mayor-Council form, as set forth
in Chapter 77, RSMo.

The Code of Ordinances of the City of Overland as adopted by
the City of Overland, Fourth Class City, shall remain in full force
and effect as the Code of Ordinances of the City of Overland, Third
Class City. All regulations, taxes, licenses, fees, police powers,
zoning, prohibitions of offenses and nuisances, and all other powers
of the City of Overland shall continue unabated. All references in
said Code to the City of Overland as a Fourth Class City shall be
herein amended as referring to the City of Overland as a Third Class
City. All references to City Officials, elected or appointed, City
employees, City Agreements, City Boards or Committees and any other
references to the City or its agents, shall be amended to refer to
its counterpart of a City of the Third Class pursuant to Chapter 77,
RSMo., Mayor-Council Form of Government. Where any conflict may occur
between powers, duties or responsibilities imposed by the ordinances
relating to the Fourth Class City, they shall be superseded by Chapter
77, RSMo., relating to Third Class City, Mayor-Council Form of Government.
