There is hereby established in the Township of Morris to be
hereafter known as the "Township of Morris Office of Emergency Management";
the object shall be to protect the lives and property of the residents
of the Township of Morris from man-made and natural disasters through
mitigation, preparedness, response and recovery.
The Office of Emergency Management shall consist of a Municipal
Emergency Management Coordinator, an Executive Deputy Coordinator
and as many positions deemed necessary under the table of organization
required for the proper operation of the Office of Emergency Management.
A.
The Municipal Emergency Management Coordinator shall be appointed
by the Mayor of the Township of Morris pursuant to New Jersey Office
of Emergency Management Directive 102.
B.
The Executive Deputy Emergency Management Coordinator shall be appointed
by the Mayor of the Township of Morris for a term of three years.
C.
Deputy Coordinators shall be appointed by the Municipal Emergency
Management Coordinator for a term of one year.
D.
Members shall be appointed upon suitable application for membership.
Approval for appointment will be contingent upon acceptance of the
applicant by the Municipal Emergency Management Coordinator and the
Township Committee. General qualifications for membership are as follows:
(1)
The applicant is a citizen of the United States.
(2)
The applicant has attained the age of 18 years through 65 years.
(3)
The applicant is in sound body and of good health sufficient to satisfy
the Township of Morris Physician.
(4)
The applicant is able to read, write and speak the English language
well and intelligently.
(5)
The applicant is of good moral character.
(6)
The applicant has not been convicted of any criminal offense involving
moral turpitude.
(7)
The applicant has complied with all laws of the State of New Jersey.
(8)
Newly accepted applicants will serve a probationary period of reasonable
duration, not to exceed one year.
Fingerprinting and background investigations of all applicants
for acceptance in the Office of Emergency Management for the Township
of Morris shall be conducted as follows:
A.
Each applicant to the Township of Morris Office of Emergency Management
shall furnish a classifiable set of fingerprints to the Morris Township
Police Department.
B.
The Police Department is authorized to conduct a field investigation
and directed to conduct a criminal records check on each applicant
for acceptance in the Office of Emergency Management.
C.
The Police Department shall prepare a factual summary of the background
investigation and criminal records check on each applicant and transmit
such summary to the Coordinator of the Office of Emergency Management
for the purpose of determining the fitness of the applicant. The summary
may contain recommendations to the Coordinator concerning suitability
for acceptance of an applicant.
D.
Any applicant for the Office of Emergency Management who is denied
acceptance on the basis of the investigation summary referred to in
this article may inspect that summary for the purpose of clarifying,
explaining or denying the accuracy of its contents.
E.
Each applicant shall consent to a driver's license check through
the New Jersey Motor Vehicle Commission.

Pursuant to N.J.S.A. 40A:14-156.1 et seq., the Township of Morris
hereby establishes the terms of an agreement with each and every municipality
within Morris County and the contiguous counties surrounding Morris
County for intermunicipal mutual police assistance at times of any
and all emergencies. This agreement shall become effective as to each
and every such municipality upon the adoption of a reciprocal ordinance
thereby providing the same terms and conditions as set forth herein
for the provision of mutual police assistance and including the Township
of Morris within its coverage.
The Township of Morris hereby agrees to bear all expenses related
to the rendering of emergency police assistance outside its boundaries
and to make no claim for reimbursement for damages, injuries, wages
and the like when it renders such assistance, provided that the municipality
which is the recipient of such assistance has adopted a reciprocal
ordinance containing the same terms and conditions and extending the
same courtesies and advantages to the Township of Morris when emergency
police assistance is provided to Morris Township.
Pursuant to the provisions of N.J.S.A. 40A:14-156.2, the members
of the Police Department of the Township of Morris and any other municipality
passing a reciprocal ordinance to establish an agreement with the
same terms and conditions as under this article, while on duty rendering
assistance to any other municipality entering into such an agreement,
shall have the same powers, authority and immunities as have the members
of the police force of the municipality in which such assistance is
being rendered.
At such times that an emergency may occur and intermunicipal
assistance is requested by the Chief of Police of a municipality having
a reciprocal ordinance establishing an agreement with the same terms
and conditions as this article, the Chief of Police of the municipality
where said emergency exists shall be the senior ranking officer of
all members of any police department which may be rendering assistance
within the confines of said municipality.
