It shall be unlawful for any person to store, stack or permit to accumulate on any alley, lot or premises, improved or vacant, in the City, any firewood, lumber, wood, boxes, containers or materials, unless the same shall be evenly piled or stacked on open racks that are elevated above the ground at such elevation that such materials do not attract or harbor rats, mice, snakes, termites or other vermin.

It shall be unlawful for any person to store any lumber, wood, coal, rock or other material or substance upon any lot or premises within this City in such manner as to endanger public health or safety.

No person shall suffer any filth or unclean water, any foul or nauseous liquid or foul or nauseous substance of any kind whatever to escape from his/her premises into or upon any adjacent ground or into any street, gutter, pavement or other public place.
