The provisions of this Title prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours specified by ordinance on any day except Sunday and public holidays within the districts or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall stop, stand or park a vehicle between the hours specified by ordinance on any day except Sundays and public holidays within the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the City any parking time limit is imposed or parking is prohibited on designated streets, it shall be the duty of the City Traffic Engineer to erect appropriate signs giving notice thereof and no such regulations shall be effective unless said signs are erected and in place at the time of any alleged offense.

A. 
It shall be unlawful for any person to park, permit to be parked or allow to be parked any vehicle:
1. 
Upon any privately owned property in the City without the consent of the owner of such privately owned property;
2. 
Upon any unimproved surface ("unimproved" means any surface which is not paved, asphalted or surfaced with some other durable, load-bearing material that has been approved by the Building Department as a surface suitable for parking of vehicles);
3. 
Upon any vacant property, whether said property is improved or unimproved. For the purpose of this Section, "unimproved property" means any property that does not have an approved durable, load-bearing surface for the parking of vehicles.

A. 
Overnight parking on "residential streets" of certain vehicles between certain hours is to be prohibited. In this regard, the following terms would be defined as shown:
1. 
Overnight. Any time during the period of 6:00 P.M. to 6:00 A.M.
2. 
Residential streets. All streets in the City except:
a. 
Brentwood Boulevard;
b. 
Manchester Road;
c. 
Hanley Road;
d. 
All streets within Hanley Industrial Court and Brentwood Industrial Court;
e. 
Eager Road.
B. 
Vehicles which would be prohibited include:
1. 
Any vehicle with a licensed weight of eighteen thousand (18,000) pounds or more or commonly designed or known as being one (1) ton or greater;
2. 
Any vehicle, regardless of licensed weight or common design weight, which bears printed advertising or placarding of any type generally associated with the identification of a commercial enterprise;
3. 
Any vehicle, whether parked on-street or off-street, which contains, in an open storage or carrying compartment, any materials including, but not limited to, debris, trash, tools, equipment and the like, unless such materials are completely covered by either a continuous tarpaulin, camper shell or device which will screen such materials from view.
C. 
Excluded would be vehicles:
1. 
Operated by a public or private utility or utility service firms during the actual rendition of service;
2. 
While delivering or picking up passengers, materials or services to a site on said residential streets;
3. 
One (1) ton or less gross weight owned by occupants of dwelling structures or guests of such occupants when such commercial vehicles are parked on the street where such occupants reside and there is no off-street parking available for such commercial vehicles.
D. 
The owner of any vehicle in violation of this Section shall be deemed to have committed the violation, even if he/she did not park the vehicle. Upon a second (2nd) or subsequent offense, the vehicle would be subject to towing at owner's expense.
E. 
Any officer of a corporation owning or leasing a vehicle in violation shall be deemed to have committed the violation.

No bus, taxicab, truck, trailer or other vehicle used or designed to be used for the carrying of passengers, merchandise or freight or to be let for hire or commercial use of any kind whatsoever shall be parked for a period of more than two (2) hours, when not in the process of being loaded or unloaded, on any street within the residential or multiple dwelling use districts as established by and existing pursuant to the zoning ordinance or any other ordinance of the City. This Section shall not apply to commercial vehicles one (1) ton or less gross weight owned by occupants of dwelling structures or guests of such occupants when such commercial vehicles are parked on the street where such occupant resides and there is no off-street parking available for such commercial vehicles.

It shall be unlawful for any operator to park any commercial vehicle, except for pickups or delivery of merchandise, in the locations listed in Schedule IV, Table IV-O.

A. 
It shall be unlawful for any person to operate any commercial vehicle or motorbus at any time at the locations designated in Schedule XI, Table XI-A, except where necessary for the picking up or delivery of merchandise or for providing services at the location.
B. 
It shall be unlawful for any person to operate any truck, tractor, trailer, tractor-trailer combination or commercial vehicle licensed or registered for or weighing more than eighteen thousand (18,000) pounds gross weight at any time at the locations designated in Schedule XI, Table XI-E, except where necessary for the picking up or delivery of merchandise or for providing services at the locations.
C. 
It shall be unlawful for any person to operate any truck, tractor, trailer, tractor-trailer combination or commercial vehicle licensed or registered for or weighing more than twelve thousand (12,000) pounds gross weight at any time at the locations designated in Schedule XI, Table XI-C.
D. 
It shall be unlawful for any person to operate any truck, tractor, trailer or tractor-trailer combination or commercial vehicle licensed or registered for or weighing more than eighteen thousand (18,000) pounds gross weight at any time at the locations designated in Schedule XI, Table XI-D.
E. 
It shall be unlawful for any person to operate any truck, tractor, trailer or tractor-trailer combination unit in the locations prohibited in Schedule IX. Any person violating the provisions of this Subsection who shall damage such bridge shall be liable for the amount of such damage in addition to being subject to the other penalties provided by this Code. Appropriate signs advising the public that trucks, tractors, trailers or tractor-trailer combination units are prohibited from operating upon or over such bridge shall be posted at each end of the bridge.
F. 
It shall be unlawful for any person to operate any truck, tractor, trailer, tractor-trailer combination unit or commercial vehicle licensed or registered for or weighing more than ten thousand (10,000) pounds gross weight at any time over or upon any bridge in the locations designated in Schedule XI, Table XI-C. Any person violating the provisions of this Subsection who shall damage such bridge shall be liable for the amount of such damage in addition to being subject to the other penalties provided by this Code. Appropriate signs advising the public that trucks, tractors, trailers or tractor-trailer combination units in excess of ten thousand (10,000) pounds are prohibited from operating upon or over such bridge shall be posted at each end of the bridge.
