The provisions of this Chapter shall not be applicable to any non-profit organization, association or establishment nor to any business, occupation, pursuit, profession or trade which the City may be prohibited by law from licensing or regulating.
A. 
No person following for a livelihood the profession or calling of minister of the gospel, duly accredited Christian Science practitioner, teacher, professor in a college, priest, lawyer, certified public accountant, dentist, chiropractor, optometrist, chiropodist, or physician or surgeon in this City shall be taxed or made liable to pay any municipal or other corporation tax or license fee of any description whatever for the privilege of following or carrying on such profession or calling, and after December 31, 2003, no investment funds service corporation as defined in Section 143.451, RSMo., may be required to pay any such license fee in excess of twenty-five thousand dollars ($25,000.00) annually, any law, ordinance or Charter to the contrary notwithstanding.
B. 
No person following for a livelihood the profession of insurance agent or broker, veterinarian, architect, professional engineer, land surveyor, auctioneer, or real estate broker or salesman in this City shall be taxed or made liable to pay any municipal or other corporation tax or license fee for the privilege of following or carrying on his/her profession unless that person maintains a business office within the City of Brentwood.

Any act or duty required or authorized to be performed under the provisions of this Chapter by any officer or agency of the City may be performed by any duly authorized agent or deputy of such officer or agency. Any act or duty required to be performed under the provisions of this Chapter by any corporation shall, in addition, be the responsibility of the president of such corporation and of any other person duly authorized by such corporation to perform such act or duty and such president or other authorized person shall be personally subject to all penalties provided for violation of such applicable provisions of this Chapter as may relate to such acts or duties.

It shall be unlawful for any person to directly or indirectly solicit contributions for any purpose by misrepresentation of his/her name, occupation, business, financial condition, social condition or residence and no person shall make or perpetrate any other misstatement, deception or fraud in connection with any solicitation of any contribution for any purpose or in the conduct of his/her business, occupation, pursuit, profession, trade or activity to be conducted for the purpose of perpetrating any fraud or deception upon any person or which shall be detrimental to the general physical or mental health or general welfare of any person and no license may be issued under this Chapter to any such business, occupation, pursuit, profession, trade or activity.
