This chapter shall be known as the "Town of Corinth On-Site
Septic/Wastewater Treatment System Law." It is adopted pursuant to
§ 10 of the Municipal Home Rule Law.
The purpose of this chapter is to promote the health, safety
and general welfare of the community by ensuring that human sewage
and other wastes are disposed of in a manner that will not create
a health hazard or adversely affect the environment through compliance
with New York State regulations and guidelines regarding the involvement
of licensed design professionals for certain repairs and replacements
of on-site septic/wastewater treatment systems.
As used in this chapter, the following terms shall have the
meanings indicated:
A professional engineer or registered architect licensed
to practice in New York State by the State Education Department.
Any facility or any part thereof, other than a public sewage
system, intended or used for the discharge and treatment of sewage,
including, but not limited to, septic tanks, leach fields, pipes,
dry wells and soil absorption systems.
Installation, modification, alteration, extension, repair or
replacement of on-site septic/wastewater treatment systems may require
the involvement of a licensed design professional. No such activities
may be undertaken until the property owner or contractor has consulted
with the Code Enforcement Officer to determine whether involvement
of a licensed design professional is required. If involvement of a
licensed design professional is required, the project shall be undertaken
in full compliance with the most current requirements of New York
State for such involvement as set forth in the New York State Department
of Health's Residential Onsite Wastewater Treatment Systems Design
Handbook and/or any successor or related documents and regulations
or other state law or regulation.
