Crystal Lake Park, Park and Recreation Advisory Board is created by this Article.

The purpose of the Park and Recreation Advisory Board is to act in an advisory capacity to the Mayor and Board of Aldermen in matters pertaining to the public park and recreation program for residents of the City.

A. 
Members of the Park and Recreation Advisory Board shall be appointed by the Mayor of the City, subject to the confirmation by a majority vote of the Board of Aldermen.
B. 
The Park and Recreation Advisory Board of the City shall consist of six (6) members who shall be residents and qualified voters of the City.
C. 
Each member shall serve for a term of two (2) years or until a successor is appointed and qualified.

A. 
The Board shall be in regular session following the first (1st) day of November, 2008, and each year shall elect from their members a Chairman, a Vice Chairman and a Secretary.
B. 
These officers shall serve for a period of one (1) year or until a successor shall be elected and qualified.

A. 
Regular meetings shall be held during the year as agreed upon by the Board.
B. 
Special meetings may be called by the Chairman or upon the request of at least two (2) members of the Board.
C. 
All meetings are open to the public and shall be in accordance with Chapter 610, RSMo., "The Missouri Sunshine Law".
D. 
No meeting shall be held without publicly posing the time, place and purpose of said meeting.
E. 
Robert's Rules of Order, revised, shall govern the procedures of the Park and Recreation Advisory Board meetings.

The official minutes and records of the Park and Recreation Advisory Board shall be kept in the office of the City Clerk.
