A. The
Mayor, with the approval of the Board of Aldermen, may appoint and
employ a Parks and Recreation Director who shall be twenty-one (21)
years of age or older. The Parks and Recreation Director shall serve
for a term of one (1) year, but may be reappointed.
B. The
duties of the Parks and Recreation Director shall be scheduling of
recreational use of City property throughout the year, inspection
of recreational property within the City and submission of a monthly
written report to the Board of Aldermen on the parks and recreation
program of the City. Further duties may be assigned to the Director
by the Mayor or the Chairman of the Parks and Recreation Board.
C. The
Parks and Recreation Director shall be compensated as provided by
ordinance.

A. The
Parks and Recreation Board shall consist of five (5) members, one
(1) from each ward and one (1) from the City at large, appointed by
the Mayor and approved by a majority of the Board of Aldermen. All
members shall serve without compensation. The term of office shall
be five (5) years, except that for the first (1st) appointments made
herein, such appointments shall be made so that the terms of not more
than two (2) members shall expire annually thereafter. Any vacancy
shall be filled for the remainder of the unexpired term. The Parks
and Recreation Board shall, within fifteen (15) days of their appointments
herein, meet and select one (1) of their members as President, and
elect such other officers as they deem necessary.
B. The
Parks and Recreation Board shall adopt and promulgate such rules and
regulations for the conduct, operation and maintenance of the recreational
system within the City which shall consist of parks, park areas, historical
sites, playgrounds, swimming pools, gardens and other recreational
areas owned or used by the City as the Board may deem necessary. Said
rules and regulations shall be subject, however, to the approval of
the majority of the Board of Aldermen.
C. The
Parks and Recreation Board shall be a recommending body only and shall
make its recommendations to the Board of Aldermen for the operation
and maintenance of the recreational system within the City for final
determination by the Board of Aldermen as to what action should be
taken. The Board of Aldermen may from time to time delegate certain
authorities and responsibilities to the Parks and Recreation Board
for the proprietary functions to be performed in connection with the
duties of the Parks and Recreation Board.
D. The
Parks and Recreation Board shall meet upon the request of the Director
or when a meeting is called by a majority of the Parks and Recreation
Board.

The provisions of this Chapter shall be in effect in all Valley
Park parks, recreational and boat ramp areas under the jurisdiction
of the Valley Park Board of Aldermen for legislative rule and Police
Department for enforcement.

For the purposes of this Chapter, the following words shall
have the meanings given herein. When not inconsistent with the context,
the word "shall" is always mandatory and not merely
directory.

The Director of the Department of Parks and Recreation.

MOTOR VEHICLE
Any self-propelled vehicle not operated exclusively on tracks,
and shall include, but not be limited to, motorcycles, minibikes,
motortricycles, quad-runners, water jet vehicles and boats.
