The Village shall have all powers possible for a Village to
have under the Constitution and laws of the State of Michigan and
the United States of America as fully and completely as though they
were specifically enumerated in this Charter.
The powers of the Village under this Charter shall be construed
in favor of the Village, and the specific mention of any particular
power, privilege or immunity in the Charter shall not be construed
as limiting in any way the general power granted in this article.
The Village may exercise any of its powers or perform any of
its functions and may participate in the financing thereof, jointly
or in cooperation, by contract or otherwise, with the State of Michigan
and with any one or more of its political subdivisions, as well as
with any one or more other states, the United States, any of their
political subdivisions or agencies, or any other entity authorized
by the laws of the United States or the laws of the State of Michigan.
