For the purposes of this chapter, the following words and phrases shall have the meanings herein indicated:
ACCESSORY
A. 
ACCESSORY BUILDINGSee definition of "building."

ACCESSORY EQUIPMENT
Any equipment serving or being used in conjunction with a WCF or wireless support structure, including but not limited to utility or transmission equipment, power supplies, generators, batteries, cables, equipment buildings, cabinets and storage sheds, shelters or similar structures.

AGRICULTURAL SOILS, PRIME
Land available for agricultural purposes that contains soils with a land capability classification of Class 1 or Class 2 or listed as prime farmland in the Official Soil Survey provided by the U.S. Department of Agriculture, Natural Resources Conservation Service, Web Soil Survey (http://websoilsurvey.nrcs.usda.gov/). In addition, other lands available for agricultural purposes identified in the Official Soil Survey with a land capability classification of Class 3 or listed as farmland of statewide importance in the Official Soil Survey are considered agricultural land for the purposes of this chapter, unless otherwise specified.
ALTERATIONS
As applied to a building or structure, a change or rearrangement in the structural parts, or an enlargement or diminution, whether by extending on a side or by increasing in height, or the moving from one location or position to another.
ANTENNA
An apparatus designed for the purpose of emitting radiofrequency (RF) radiation, to be operated or operating from a fixed location pursuant to Federal Communications Commission authorization, for the provision of wireless service and any commingled information services.

AREA
A. 
LOT AREAThe area contained within the property lines of the individual parcels of land shown on a subdivision plan or required by this chapter, excluding any area within an existing or designated future street right-of-way, or any area required as open space under this chapter, and including the area of any easements.
B. 
FLOOR AREAThe sum of the areas of the several floors of the building or structure, including areas used for human occupancy or required for the conduct of the business or use, and basements, attics, and penthouses, as measured from the exterior faces of the walls. It does not include cellars, unenclosed porches, attics not used for human occupancy, nor any floor space in an accessory building or in the main building intended or designed for the parking of motor vehicles in order to meet the parking requirements of this chapter, nor any such floor space intended and designed for accessory heating and ventilating equipment.
BASEMENT
A space having 1/2 or more of its floor-to-ceiling height above the average level of the adjoining ground and with a floor-to-ceiling height of not less than 6 1/2 feet. A basement shall be counted as a story for the purposes of height measurement or the determination of square footage or floor area.
BOARDER, ROOMER, or LODGER
A person occupying any room, or group of rooms, forming a single, habitable unit used or intended to be used for living and sleeping, but not for cooking or eating purposes, and paying compensation for lodging or board and lodging by prearrangement for a week or more at a time to an owner or operator. Any person occupying such room or rooms and paying such compensation with prearrangement for less than a week at a time shall be classified for purposes of this chapter not as a boarder, roomer, or lodger, but as a guest of a commercial lodging establishment (motel, hotel, inn, guesthouse, tourist home).
BUILDING
Any structure having a roof of any construction supported by columns, piers, walls or other supports, including but not limited to tents and awnings, lunch wagons, trailers, dining cars, camp cars, mobile homes or other structures on wheels having a fixed location.
A. 
BUILDING, ACCESSORYA subordinate building located on the same lot as a principal building and clearly incidental and subordinate to the principal building. Any portion of a principal building devoted, or intended to be devoted, to an accessory use is not an accessory building.
B. 
BUILDING, PRINCIPALA building in which is conducted, or intended to be conducted, the principal use of the lot on which it is located.
BUILDING COVERAGE
That percentage of the lot area covered by building area.
BUILDING ENVELOPE
The building envelope shall be defined by the required setbacks. The building envelope shall not include the area of any required setbacks (except for driveways which would cross yards), buffer yards, natural features with one-hundred-percent protection standard and the portion of those natural features that may not be developed or intruded upon as specified in § 195-60, Natural resource protection standards.
BUILDING HEIGHT
A vertical distance measured from the average grade level surrounding the building to the top of the highest point on the building, including mechanical equipment, communication facilities and HVAC or similar materials or structures placed or installed on the roof.
BUILDING LINE
A line across the front of a property if measured from the location of the forwardmost point of the primary structure on the property.
BUILDING SETBACK LINE
The rear line of the minimum front yard, as herein designated for each use and each district, measured at a distance equal to and no greater than the minimum front yard from the street line or at the minimum lot width, whichever is greater. For exceptions, see "lane lot" definition.[1]
BUILDING SPACING
The minimum distance between buildings. The minimum building spacing shall be measured from the outermost wall or projection, excluding bay windows, chimneys, flues, columns, ornamental features, cornices, and gutters. These exceptions may encroach no more than two feet.
BUILD-TO LINE
A line which dictates the placement of a building or structure from the street right-of-way line on which the building fronts. On a corner lot, there shall be a build-to line on both sides of the lot which have street frontage.
CELLAR
A space with less than 1/2 of its floor-to-ceiling height above the average finished grade of the adjoining ground or with a floor-to-ceiling height of less than 6 1/2 feet. A cellar is not counted as a story for the purposes of height measurement or the determination of square footage or floor area unless the cellar is used for dwelling, office, or business purposes.[2]
CO-LOCATION
The mounting of one or more WCFs, including antennas, on a preexisting structure, or modifying a structure for the purpose of mounting or installing a WCF on that structure.

CONDOMINIUM
Real estate, portions of which are designated for separate ownership and the remainder of which is designated for common ownership solely by the owners of those portions. Real estate is not a condominium unless the undivided interests in the common elements are vested in the unit owners. A condominium is a unit with all of the following characteristics:
A. 
The unit may be any permitted land use. A condominium is an ownership arrangement, not a land use.
B. 
All, or a portion of, the exterior open space and any community interior spaces are owned and maintained in accordance with the Pennsylvania Uniform Condominium Act, 68 Pa.C.S.A. § 3101 et seq., and in accordance with the provisions for open space, roads, or other development features in this chapter and Chapter 163, Subdivision and Land Development.
DENSITY
A measure of the number of dwelling units per unit of area. Density shall be expressed in dwelling units per acre.
DEVELOPMENT
Any man-made change to improved or unimproved real estate, including but not limited to buildings or other structures, mining, dredging, filling, grading, paving, excavation, or drilling operations.
DISTRIBUTED ANTENNA SYSTEMS (DAS)
Network of spatially separated antenna sites connected to a common source that provides wireless service within a geographic area or structure.

DWELLING UNIT
A group of rooms or a single room, occupied or intended for occupancy as a single habitable unit by a family or other group of persons living together or by a person living alone.
ELIGIBLE FACILITIES REQUEST
Any request for modification of an existing tower or base station that does not substantially change the physical dimensions of such tower or base station, involving:

A. 
Co-location of new transmission equipment;
B. 
Removal of transmission equipment; or
C. 
Replacement of transmission equipment.
EMERGENCY
A condition that constitutes a clear and immediate danger to the health, welfare, or safety of the public, or has caused or is likely to cause facilities in the rights-of-way to be unusable and result in loss of the services provided.

EMPLOYEE
A person who is employed or is engaged in gainful activity. For the purposes of this chapter, the term shall refer to the maximum number of employees on duty at any time at a place of business, whether the employees are full- or part-time. If shifts are involved in which two shifts overlap, it refers to the total of both shifts.
EQUIPMENT COMPOUND
In area surrounding or adjacent to a wireless support structure within which base stations, power supplies, or accessory equipment are located.

FARM
A parcel of ground, the principal use of which is agriculture.

FIREWORKS
Any composition or device for the purpose of producing a visible or an audible effect for entertainment purposes by combustion, deflagration or detonation that meets the definition of 1.4G fireworks or 1.3G fireworks as defined in APA Standard 87-1.

A. 
CONSUMER FIREWORKSAs defined in Pennsylvania law," Fireworks, Definitions," the term "consumer fireworks" shall mean and include any combustible or explosive composition or any substance or combination of substances which is intended to produce visible or audible effects by combustion and which is suitable for use by the public, complies with the construction, performance, composition and labeling requirements promulgated by the Consumer Products Safety Commission in 16 CFR (relating to commercial practices) or any successor regulation and which complies with the provisions for "consumer fireworks" as defined in the American Pyrotechnics Association (APA) Standard 87-1, or any successor standard. The term does not include devices as ground and hand-held sparkling devices, novelties and toy caps in APA Standard 87-1 or any successor standard.
B. 
DISPLAY FIREWORKSAs defined in Pennsylvania law, "Fireworks, Definitions," the term "display fireworks" shall mean large fireworks to be used solely by professional pyrotechnicians and designed primarily to produce visible or audible effects by combustion, deflagration, or detonation. This term includes, but is not limited to, salutes containing more than two grains (130 mg) of explosive materials, aerial shells containing more than 60 grams of pyrotechnic compositions, and other display pieces which exceed the limits of explosive materials for classification as "consumer fireworks" and are classified as fireworks under UN0333 or UN0335 under 49 CFR 172.101 (relating to purpose and use of hazardous materials table).
FLOODLIGHT (SPOT LIGHT)
Any light fixture or lamp that incorporates a reflector or a refractor to concentrate the light output into a directed beam in a particular direction.
FLOODPLAIN
See the definition of "identified floodplain area."

A. 
FLOODWAYThat portion of the floodplain, including the watercourse channel and adjacent land areas, which must be reserved to carry the one-hundred-year-recurrence-interval flood without cumulatively increasing that flood elevation more than one foot.
B. 
FLOOD FRINGEThat portion of the floodplain which is outside the floodway.
C. 
APPROXIMATE ONE-HUNDRED-YEAR-FLOOD BOUNDARYThat portion of the floodplain as identified in the Flood Insurance Study for which no detailed flood profiles or one-hundred-year-flood elevations have been provided.
FLOODPLAIN SOILS
Areas subject to periodic flooding or listed in the Official Soil Survey provided by the U.S. Department of Agriculture, Natural Resource Conservation Service, Web Soil Survey http://websoilsruvey.nrcs.usda.gov/ as having a flood frequency other than none. The following floodplain soil types include, but are not limited to, the following: alluvial land; marsh; Alton gravelly loam, flooded; Pope loam; Bowmansville silt loam; Rowland silt loam; Hatboro silt loam.
FLOOR AREA
See definition of "area."
FLOOR AREA RATIO
The ratio of the floor area to the lot area, as determined by dividing the floor area by the lot area.
FOOTCANDLE
A unit of illuminance. One footcandle is one lumen per square foot (lm/ft2).
FOREST
An area comprised of largely mature trees in which the largest trees measure at least six inches dbh (diameter at breast height or 4 1/2 feet above the ground). The forest shall be measured from the dripline of the outer trees. Forests are also 10 or more individual trees which measure at least 10 inches dbh and form a contiguous canopy. Note that a forest is defined in a manner which is identical to a woodland. For the purpose of this chapter the two terms shall be interchangeable.
FORESTRY
The managing and using for human benefit forestlands and natural resources that occur on and in association with forestlands. It includes, but is not limited to, the planting, cultivating, harvesting, transporting, and selling of trees for commercial purposes.

DIAMETER-BREAST-HEIGHT)T) — Four and one-half feet above grade.
B. 
FELLINGThe act of cutting a standing tree so that it falls to the ground.
C. 
FOREST COVERA category of forest defined by its species composition and environmental factors.
D. 
FOREST MANAGEMENT PLANA written description with a map of a specific commercial forestry operation prepared before the operation commences which meets the requirements of § 195-16A(5) of this chapter and the provisions herein.
E. 
FOREST PLAN PREPARERA person who has a minimum of four years' experience in the field of forestry, including the preparation of forest management plans.
F. 
FOREST TECHNICIANA person who is, at a minimum, a graduate of a two-year forest technician program accredited by the Society of American Foresters.
G. 
FORESTERA person who is, at a minimum, a graduate of a four-year college or university forestry curriculum accredited by the Society of American Foresters.
H. 
COMMERCIAL FORESTRYThe management of forests and timberlands when practiced in accordance with accepted silvicultural principles, through developing, cultivating, harvesting, transporting, and selling trees for commercial purposes, which does not involve any land development. Clear-cutting or selective cutting of forestlands for a land use change are excluded from this definition.

HAUL ROADA road used to move forest products from the log landing to a public roadway.
J. 
INTERMITTENT STREAMA stream identified on USGS mapping, Natural Resources Conservation Service Maps, or as mapped by the Township whose water flow normally occurs in the wetter parts of the year (October through April) or following major storm events.
K. 
LANDINGA place where logs are assembled for transportation in loads.
L. 
LOPPINGTo cut tops and slash into small pieces to allow material to settle close to the ground.
M. 
OPERATORThe individual, partnership, company, firm, association, or corporation engaged in timber harvesting, including his agents, or subcontractors, or employees.
N. 
OWNERAn individual, partnership, company, firm, association, or corporation that is in actual control of forestland, whether such control is based on legal or equitable title, or on any other interest entitling the holder to sell or otherwise dispose of any or all of the timber on such land in any manner, and any agents thereof acting on its behalf, such as forestry consultants, who set up and administer timber harvesting.
O. 
PERENNIAL STREAMA stream whose water flow normally occurs year-round and is identified on USGS mapping, Natural Resources Conservation Service Maps, or as mapped by the Township.
P. 
PERMITWritten permission, warrant, or license granted by a governmental authority.
Q. 
PRECOMMERCIAL TIMBER STAND IMPROVEMENTA forest practice, such as thinning or pruning, which results in better growth, structure, species composition, or health for the residual stand but which does not yield a net income to the landowner, usually because any trees cut are of poor quality, too small, or otherwise of limited marketability or value.
R. 
SKID ROADMain route for skidding logs from woods to the landing.
S. 
SKID TRAILA temporary trail used for skidding logs from the site of felling to the skid road.
T. 
SKIDDINGDragging trees on the ground, by any means, from the stump to the landing.
U. 
SLASHDebris left after logging, including logs, chunks, bark, branches, stumps, and broken understory trees or brush.
V. 
SNAGSA standing dead tree without branches or the standing portion of a broken-off tree. Snags may provide feeding and/or nesting sites for wildlife.
W. 
STANDA grouping of trees of sufficiently uniform species composition, age, and condition to be distinguished from surrounding stands and managed as a single unit.
X. 
STAND PRESCRIPTIONThe type of forest management treatment, if any, to be applied to a particular stand to achieve the stated management objectives. The stand prescription should include, but not be limited to, detailed instructions on how that treatment is to be carried out on the ground, the desired residual stand, and details on any other treatments to be applied.
Y. 
STAND REGENERATION TREATMENTA selection, shelterwood, seed tree, or clear-cut that is designed to replace the existing stand with a new stand of young trees.
Z. 
TIMBER HARVESTING or LOGGINGThe process of cutting down trees and removing logs from the forest for the primary purpose of sale or commercial processing into wood products. Clear-cutting or selective cutting of forestlands for a land use change are excluded from this definition.
AA. 
TOPSThe upper portion of a felled tree not merchantable because of small size, taper, or defect.
BB. 
WATERCOURSEAn intermittent or perennial stream of water, river, canal, brook, creek, or swale identified on USGS (United States Geodetic Survey) or NRCS (Natural Resources Conservation Service) mapping, and/or delineated waters of the commonwealth.
CC. 
WILDLIFE HABITATThe native environment of an animal ideally providing all elements for life and growth (food, water, cover, and space).
GLARE
The sensation produced by luminances within the visual field that is sufficiently greater than the luminance to which the eyes are adapted to cause annoyance, discomfort, or loss in visual performance or visibility.
HEIGHT OF LUMINAIRE
The height of a luminaire shall be the vertical distance from the ground directly below the center line of the luminaire to the lowest direct-light-emitting part of the luminaire.
HOME OCCUPATION
An activity for gain customarily carried on in a dwelling, or in a building or structure accessory to a dwelling, clearly incidental and secondary to the use of the dwelling for residential purposes.
HYDRIC SOIL
A soil that is saturated, flooded, or pounded long enough during the growing season to develop anaerobic conditions that favor the growth and regeneration of wetlands vegetation. Wetlands vegetation are those plant species that have adapted to the saturated soils and periodic inundations occurring in wetlands. Final determination of the presence and/or extent of hydric soils rest with the Township based on soils information provided by the applicant.
IDENTIFIED FLOODPLAIN AREA
Any areas of Warwick Township, classified as special flood hazard areas (SFHAs) in the Flood Insurance Study (FIS) and accompanying Flood Insurance Rate Maps (FIRMs) dated March 16, 2014, and issued by the Federal Emergency Management Agency (FEMA) or the most recent revision thereof, including all digital data developed as part of the FIS and areas abutting streams and watercourses where the base flood elevation has not been delineated by a FIS but is inundated by the base flood.

IMPERVIOUS SURFACE
Those surfaces which do not absorb water. All buildings, parking areas, driveways, roads, sidewalks, and any areas in concrete, asphalt, and packed stone shall be considered impervious surfaces within this definition. In addition, other areas determined by the Township Engineer to be impervious within the meaning of this definition will also be classed as impervious surfaces.
IMPERVIOUS SURFACE RATIO
A measure of the intensity of use of a piece of land. It is measured by dividing the total area of all impervious surfaces within the site (or lot) by the base site area (or lot area if applicable).
LAKE AND POND SHORELINES
Areas around lakes and ponds measured 100 feet from the permanent pool elevation.
LAKES and PONDS
Natural or artificial bodies of water 1/10 acre or larger which retain water year-round. Artificial ponds may be created by dams or result from excavation.
LAMP
The component of a luminaire that produces light. A generic term for a man-made source of light, i.e., a light bulb.
LIGHT
Radiant energy that is capable of exciting the retina and producing a visual sensation. The visible portion of the electromagnetic spectrum extends from about 380 nanometers to 770 nanometers.
LIGHT FIXTURE
The assembly that houses the lamp or lamps and can include all or some of the following parts: a housing, a mounting bracket or pole socket, a lamp holder, a ballast, a reflector or mirror, and/or a refractor or lens.
LOT
A parcel of land, used or set aside and available for use as the site of one or more buildings and any building accessory thereto or for any other purpose, in one ownership and not divided by a street, nor including any land within the right-of-way of a public street upon which said lot abuts, even if the ownership to such right-of-way is in the owner of the lot. A lot for the purpose of this chapter may or may not coincide with a lot of record. A lot shall front on a public street.

LOT AREASee definition of "area."
B. 
CORNER LOTA lot which has an interior angle of less than 135° at the intersection of two street lines. A lot abutting upon a curved street or streets shall be considered a corner lot if the tangent to the curve at the point beginning within the lot or at the points of intersection of the side lot lines with the street lines curves at the point beginning within the lot or at the points intersect at an angle of less than 135°. A corner lot shall be considered to be a lot having no rear yard but having two front yards and two side yards.
C. 
LANE LOTA lot which meets the criteria for an exception to the minimum lot width requirements. See § 195-77, Minimum lot width; lane lots.
D. 
THROUGH LOTAn interior lot having frontage on two parallel or approximately parallel streets.
E. 
LOT DEPTHThe mean distance from the street right-of-way line of the lot to its opposite rear line, measured in the general direction of the side lines of the lot.
F. 
LOT WIDTHThe distance measured between the side lot lines at the specified distance of the required building setback line. In a case where there is only one side lot line, lot width shall be measured between such side lot line and the opposite rear lot line or street line.
LOT LINES
Any boundary line of a lot.
A. 
LOT LINE, REARAny lot line which is parallel or within 45° of being parallel to a street line, except for a lot line that is itself a street line, and except that in the case of a corner lot the owner shall have the option of choosing which of the two lot lines that are not street lines is to be considered a rear lot line. In the case of a lot having no street frontage or a lot of an odd shape, only the one lot line farthest from any street shall be considered a rear lot line.
B. 
LOT LINE, SIDEAny lot line which is not a street line or a rear lot line.
LUMEN
A standard unit of luminous flux. Photometrically, it is the luminous flux emitted within a unit solid angle (one steradian) by a point source having a uniform luminous intensity of one candela. One footcandle is one lumen per square foot. For the purposes of this chapter, the lumen-output values shall be the initial lumen output ratings of a lamp, as specified by the manufacturer of the lamp.
LUMINAIRE
A complete lighting unit consisting of one or more lamps together with the fixture, other parts designed to control the light distribution, and other mechanical and electrical components.
LUMINANCE
Physical and measurable quantity corresponding to the brightness of a surface in a specific area from which light is emitted or reflected (e.g., a lamp, luminaire, reflecting material).
MOBILE HOME
A transportable, single-family dwelling unit intended for permanent occupancy, office, or place of assembly, contained in one unit, or in two units designed to be joined into one integral unit capable of again being separated for repeated towing, which arrives at a site complete and ready for occupancy except for minor and incidental unpacking and assembly operations, and constructed so that it may be used without a permanent foundation. For the purposes of this chapter, any inhabited mobile home shall be considered a detached dwelling unit and as such shall be subject to all applicable regulations in this or other municipal ordinances. As a structure, a mobile home shall be used only in conformance with § 195-16 and Articles IV through XVIII.
MOBILE HOME LOT
A parcel of land in a mobile home park, improved with the necessary utility connections and other appurtenances (accessory attachments) necessary for the erection thereon of a single mobile home, which is leased by the park owner to the occupants of the mobile home erected on the lot.
MOBILE HOME PARK
See § 195-16.
MODIFICATION or MODIFY (WIRELESS COMMUNICATION FACILITIES)
The improvement, upgrade or expansion of existing WCF or base stations on an existing wireless support structure or the improvement, upgrade, or expansion of the WCF located within an existing equipment compound, if the improvement, upgrade, expansion or replacement does not substantially change the physical dimensions of the wireless support structure.

MODULAR HOME
A dwelling unit erected on a foundation and made of one or more sections built in a factory. The completed unit shall meet the building code in effect.
MONOPOLE
A WCF or site which consists of a single pole structure, designed and erected on the ground or on top of a structure to support communications antennas and connecting appurtenances.

NONTOWER WIRELESS COMMUNICATIONS FACILITY (NONTOWER WCF)
WCF that are collected on existing structures, such as, but not limited to buildings, water towers, electrical transmission towers, utility poles, light poles, traffic signal poles, flagpoles and other similar structures that do not require the installation of a new tower.

OPEN SPACE
Land which is used or reserved for recreation, agriculture, resource protection, or amenity; it is freely accessible to all residents of the community, except in the case of agricultural lands where access may be restricted; and it is protected by the provisions of this chapter and Chapter 163, Subdivision and Land Development, to ensure that it remains in such uses. Open space does not include land occupied by nonrecreational or nonagricultural buildings, roads, or road rights-of-way, stormwater management facilities, nor does it include the yards or lots of dwelling units or parking areas as required by the provisions of this chapter. Open space for recreational uses may contain impervious surfaces (for recreational, cultural, or agricultural purposes) and such surfaces shall be included in the calculation of the impervious surface ratio. Refer to § 195-62, Open space and recreation facilities, for definitions of common and active open space and for limitations on the use of open space for buffer yards, utility easements, community sewage systems and stormwater management improvements.
OPEN SPACE RATIO
A measure of the intensity of land use. It is arrived at by dividing the total amount of open space within the site by the base site area.
PERSONS
Individuals, corporations, companies, associations, joint-stock companies, firms, partnerships, limited-liability companies, corporations and other entities established pursuant to statutes of the Commonwealth of Pennsylvania, provided that "person" does not include, or apply to, the township or to any department or agency of the township.

PRIME FARMLAND
Land available for agricultural purposes that contains soils with a land capability classification of Class 1 or Class 2 or listed as prime farmland in the Official Soils Survey provided by the U.S. Department of Agricultural, Natural Resources Conservation Service, Web Soil Survey (http://websoilsurvey.nrcs.usda.gov/). In addition, other lands available for agricultural purposes identified in the Official Soil Survey with a land capability classification of Class 3 or listed as farmlands of statewide importance in the Official Soil Survey are also considered prime farmland for the purposes of this chapter.

REPLACEMENT OF A WIRELESS COMMUNICATIONS FACILITY (REPLACEMENT OF A WCF)
The replacement of existing WCF on an existing wireless support structure or within an existing equipment compound due to maintenance, repair or technological advancement with equipment composed of the same wind loading and structural loading that is substantially similar in size, weight and height as the WCF initially installed and that does not substantially change the physical dimensions of the existing wireless support structure.

RESIDENTIAL DISTRICT
Zoning districts which primarily permit residential and agricultural uses. Zoning districts meeting this definition as of the effective date of this chapter are RA Residential Agricultural District, R1 Residential-Agricultural Districts, R1a Residential-Agricultural District, R2 Residential District, RR Residential-Agricultural District, RG Residential-Agricultural, MF-1 Multifamily Residential District, and MF-2 Multifamily Residential District.

RIGHT-OF-WAY
A strip of land to be designated by law or on the public record as occupied or intended to be occupied by a street, crosswalk, sanitary or storm sewer, stream, drainage ditch or for another special use.
A. 
EXISTING RIGHT-OF-WAYThe legal right-of-way as established by the Commonwealth of Pennsylvania or other appropriate governing body or agency, and currently in existence.
B. 
ULTIMATE RIGHT-OF-WAYAn area along the right-of-way of a public street deemed necessary to provide adequate width for future street improvements.
SEWER
A. 
PUBLIC SEWERAny municipal or privately owned sewer system in which sewage is collected and piped to an approved sewage disposal plant or central septic tank disposal system. It may also be referred to as "off-lot" or "off-site" sewer. This shall include capped sewers when installed to Township specifications.
B. 
PRIVATE SEWERAn "on-lot" disposal system generally providing for disposal of effluent for only one building or a group of buildings on a single lot.
C. 
COMMUNITY SEWAGE SYSTEMA system for the treatment of effluent from two or more homes that is applied to the land either on the surface or below.

SITE
A parcel or parcels of land intended to have one or more buildings or intended to be subdivided into one or more lots.
SITE AREA
All land area within the site as defined in the deed. This area shall be determined from actual site survey rather than from a deed description.
SITE AREA, BASE
The area of the site remaining after subtracting land which is not continuous, land previously subdivided, and road and utility rights-of-way from the site area. See § 195-61 for the specific calculations.
SITE AREA, NET BUILDABLE
The area of the site which may be altered, disturbed, or regraded for development purposes. The net buildable site area could contain buildings, roads, parking areas, sewage systems, and stormwater management facilities. The net buildable site area would not contain required open space, recreation areas, and natural resource protection areas. See § 195-61 for the specific calculations.
SITE CAPACITY
The maximum number of lots or dwelling units, the maximum impervious surfaces, the net buildable site area, and the minimum required open space as calculated under the provisions of § 195-61, Application of natural resource protection standards.
SMALL WIRELESS COMMUNICATIONS FACILITY
WCF that meets the following criteria:

A. 
The wireless support structure on which antenna facilities are mounted that:
(1) 
Is 50 feet or less in height; or
(2) 
Is no more than 10% taller than other adjacent structures; or
(3) 
Is not extended to a height of more than 50 feet or by more than 10% above its original height as a result of the co-location of new antenna facilities; and
B. 
Each antenna associated with the deployment (excluding the accessory equipment) is no more than three cubic feet in volume; and
C. 
All accessory equipment associated with the WCF (excluding antennas) is cumulatively no more than 28 cubic feet in volume;
D. 
The WCF does not require antenna structure registration under 47 CFR Part 17;
E. 
The WCF is not located on tribal lands, as defined under 36 CFR 800.16(x); and
F. 
The WCF does not result in human exposure to radiofrequency radiation in excess of the applicable safety standards specified in 47 CFR 1.1307(b).
STEALTH TECHNOLOGY
Camouflaging methods applied to WCF and accessory equipment which render them more visually appealing or blend the proposed facility into the existing structure or visual backdrop in such a manner as to render it minimally visible to the casual observer. Such methods include, but are not limited to, architecturally screened roof-mounted antennas, building-mounted antennas painted to match the existing structure and facilities constructed to resemble trees, shrubs, and light poles.

STEEP SLOPES
Areas where the average slope exceeds 8% which, because of this slope, are subject to high rates of stormwater runoff and, therefore, erosion and flooding.
STORY
That portion of a building included between the surface of any floor and the surface of the floor next above it, or, if there is no floor above it, then the space between the floor and the ceiling next above it and including those basements used for the principal use. A "half story" is a space under a sloping roof which has the line of intersection of the roof and wall face not more than three feet above the floor level, and in which space the possible floor area with head room of five feet or less occupies at least 40% of the total floor area of the story directly beneath.
STORY, GROUND
That story with its floor level immediately above the average finished grade level of the adjoining ground at any particular point or side of the building.
STREET
Includes street, avenue, boulevard, road, highway, freeway, parkway, land, viaduct and any other ways used or intended to be used by vehicular traffic or pedestrians, whether public or private, and also providing access to abutting properties.
STREET LINE
The dividing line between the lot and the ultimate right-of-way of the street.
STRUCTURE
Any man-made object having an ascertainable stationary location on or in land or water, whether or not permanently affixed to the land.
SUBSTANTIAL CHANGE (IN WIRELESS COMMUNICATIONS FACILITY)
A modification substantially changes the physical dimensions of a support structure if it meets the criteria established by 47 CFR 1.6100.

TOWER-BASED WIRELESS COMMUNICATIONS FACILITY (TOWER-BASED WCF)
Any structure that is used for the primary purpose of supporting one or more antennas, including, but not limited to, self-supporting lattice towers, guy towers and monopoles, and the accompanying antenna and accessory equipment.

TRASH TRANSFER STATION
A facility where municipal solid waste is delivered for the purpose of separating, compacting or using some other means to prepare the material into larger vehicles for transport to a final disposal site or processing facility. (A transfer station may include the separation and collection of material for the purpose for recycling.)
TREES, MATURE
Those which measure at least 10 inches dbh (diameter at breast height or 4 1/2 feet above the ground).
USE
Any activity, occupation, business, or operation carried on, or intended to be carried on, in a building or other structure or on a tract of land.
A. 
USE, ACCESSORYA use located on the same lot with a principal use, and clearly incidental or subordinate to, and in connection with, the principal use.
B. 
USE, PRINCIPALThe main use on a lot.
UTILITIES
Those services customarily rendered by public utility corporations, municipalities, or municipal authorities, in the nature of electricity, gas, telephone, water, and sewerage, including the appurtenances used in connection with the supplying of such services (buildings, wires, pipes, poles, and the like).

WETLANDS
These areas of hydric soils supporting wetland vegetation where the water table is at or near the surface or where shallow water covers the site due to permanent or seasonal inundation of surface water or groundwater, including swamps, marshes, bogs or other areas meeting the wetland criteria established by the Department of Environmental Protection or the United States Army Corps of Engineers.

WETLANDS MARGIN
The transitional area extending from the outer limit of the wetland. For the purposes of this chapter, the wetlands margin shall extend 100 feet from the wetland boundary or to the limit of the hydric soils, whichever is less.
WIRELESS
Transmissions through the airwaves, including, but not limited to, infrared line of sight, cellular, PCS, microwave, satellite, or radio signals.

WIRELESS COMMUNICATIONS FACILITY (WCF)
An antenna facility or a wireless support structure that is used for the provision of wireless service, whether such service is provided on a stand-alone basis or commingled with other wireless communications services.

WIRELESS COMMUNICATIONS FACILITY APPLICANT (WCF APPLICANT)
Any person that applies for a wireless communications facility building permit, zoning approval and/or permission to use the public right-of-way or other township-owned land or property.

WIRELESS SUPPORT STRUCTURE
A pole, tower, base station, structure or similar support system, whether or not it has an existing antenna facility, that is used or to be used for the provision of wireless service (whether on its own or commingled with other types of services).

WOODLANDS
Areas comprised of largely mature trees in which the largest trees measure at least six inches dbh (diameter at breast height or 4 1/2 feet above the ground). The woodlands shall be measured from the dripline of the outer trees. Woodlands are also 10 or more individual trees which measure at least 10 inches dbh and form a contiguous canopy.
YARD
An open space unobstructed from the ground up on the same lot with a structure, extending along a lot line or street line and inward to the nearest structure on the lot, exclusive of steps, overhanging eaves, gutters or cornices and chimneys which protrude less than two feet from the foundation. The size of a required yard shall be measured as the shortest distance between the structure and a lot line or street line.
A. 
YARD, FRONTA yard between a structure and a street line and extending the entire length of the street line. In the case of a corner lot, the yards extending along all streets are front yards. In the case of a lot other than a corner lot that fronts on more than one street, the yards extending along all streets are front yards.
B. 
YARD, REARA yard between a structure and rear lot line and extending the entire length of the rear lot line.
C. 
YARD, SIDEA yard between a structure and a side lot line, extending from the front yard to the rear yard. In the case of a lot having no street frontage or a lot of odd shape, any yard that is not a front yard or a rear yard shall be considered a side yard.
