[Sub. Regs. §483.057]
A. 
Prior to submitting a preliminary plat for the subdivision of land within the area, a developer shall submit to the administrative officer a sketch plat for the tract which should include the following information, all of which may be based on sources other than field survey data:
1. 
The location of the tract in relation to the City (if located outside the City).
2. 
The location of the tract in relation to the surrounding area.
3. 
The approximate location of all existing structures within the tract proposed to be retained and wooded areas within the tract and within two hundred (200) feet thereof.
4. 
All existing streets, roads, wet and dry weather watercourses and other significant physical features within the tract and within two hundred (200) feet thereof.
5. 
Approximate location of proposed streets and property lines. Include all contiguous holdings of the owner, including land in the "same ownership", as defined herein, with an indication of the portion which is proposed to be subdivided.
6. 
A rough sketch of the proposed site plan.
7. 
A north arrow and graphic scale.
8. 
Direction of and approximate distance to the nearest existing major street intersection.

If a sketch plat is submitted, the Planning and Zoning Commission shall review and evaluate the sketch plat as soon as practicable and shall report to the developer its opinion as to the merits and feasibility of the improvements contemplated by the sketch plat. In the event the developer elects not to submit a sketch plat, all information contained thereon shall be submitted on or with the preliminary plat.

A. 
The preliminary plat shall be prepared by a land surveyor at a convenient scale of one (1) inch equals twenty (20) feet to one (1) inch equals one hundred (100) feet, the sheets shall be numbered in sequence if more than one (1) sheet is used and shall be of such size as is acceptable for filing in the office of the Recorder of Deeds. The developer shall submit to the administrative officer eleven (11) copies of a preliminary plat of the tract as is required by the administrative rules. Such preliminary plat shall be submitted after receipt of the Planning and Zoning Commission's report on the sketch plat, if one was submitted. If a sketch plat was not submitted, all information required within the sketch plat section shall be submitted on or with the preliminary plat. The preliminary plat shall show the following:
1. 
The name proposed for the tract or such part thereof as is proposed to be subdivided, date of submission and the following names and addresses:
a. 
The record owner or owners of the tract.
b. 
The party who prepared the plat.
c. 
The party for whom the plat was prepared.
d. 
The engineer and the land surveyor who will design improvements and survey the tract or such part thereof as is proposed to be subdivided.
2. 
Location of the property by U.S. Survey, Township, Range, survey lot and County.
3. 
Graphic scale and north arrow.
4. 
The approximate area of the tract stated in tenths of an acre.
5. 
The location and dimension of all boundary lines of the tract.
6. 
The location of all existing streets, easements, water bodies, streams, areas subject to inundation by stormwater and other pertinent features such as sink holes, railroads, parks, cemeteries, drainage ditches and bridges.
7. 
The location and width of all proposed streets, easement, alleys, public ways, rights-of-way and building setback lines.
8. 
The locations, dimensions and areas of all existing or proposed lots.
9. 
The location and dimensions of all property to be set aside for park or playground use or other public or private reservations with designations of the purpose thereof and conditions, if any, of dedication or reservation.
10. 
The results of any tests made to ascertain subsurface rock and soil conditions and the water table.
11. 
Sufficient contour data to indicate the slope and drainage of the tract and the high and low points thereof. Contour data shall extend one hundred fifty (150) feet beyond the limits of the subdivision boundaries. U.S.G.S. data is acceptable.
12. 
Proposed type of treatment or method of sewage disposal to include name or location of trunk and lateral line or qualified treatment system.
13. 
If the developer intends to subdivide any portion of the parcel into a multiple-dwelling unit subdivision, non-residential subdivision or a subdivision being developed under a special use procedure Section of the Zoning Code, then the preliminary plat shall, in addition, include the following information:
a. 
Gross area of tract.
b. 
Area of street.
c. 
Net area of tract.
d. 
Maximum number of units allowed.
e. 
Maximum number of units proposed.
f. 
Parking ratio.
g. 
Distances between structures.
h. 
Where applicable, certification that trust indentures will be recorded with the recorded plat.
