No dog shall be suffered or permitted to run
at large in this borough either upon the public streets or highways
or upon property other than that of the owner of such dog.

A. Word usage. Words and phrases shall be presumed to be in their ordinary
context unless such word or phrase is defined differently within this
section.
B. Terms defined. As used in this article, the following terms shall
have the meanings indicated:
KEEPER
Any person who shall possess, maintain, house, or harbor
any dog, or otherwise have custody of any dog, whether or not the
owner of such dog, whether for compensation or otherwise.
LEASH
A lead, tether, or other device of rope, leather, or other
material attached to the neck, head or body of a dog and held by a
person for restraint or control, the overall length of which does
not exceed 10 feet.

A. All dogs are required to be on a leash when off of the owner's or keeper's property. Dogs off of the owner's or keeper's property and not on a leash are considered to be at large, and the owner or keeper is subject to a fine as described in §
69-9 Violations and penalties.
B. Any owner or keeper who walks any dog off of the owner's or keeper's
property within the Borough shall not permit such dog to be unattended.
The dog shall be restrained by leash, so that it will not stray. No
dog shall be permitted to run at large.
C. Any owner or keeper who walks a dog off of the owner's or keeper's
property shall immediately remove all feces deposited by such dog.
The feces shall be promptly collected and properly wrapped, packaged
or protected, and disposed of properly so as to prevent smell or interference
with the health and welfare of the community.

A. All dogs are required to be licensed and up to date with the required
vaccinations, as outlined within the Pennsylvania State Dog Law.
B. In the instance of a biting incident, proof of required vaccinations
is required to be submitted to the Shippensburg Police Department
and/or the Code Enforcement Officer on request.
No person shall allow any dog owned by him,
or under his control, to defile, befoul, corrupt or otherwise desecrate
any sidewalk, or property of another, or to destroy or damage the
property of another.
Any violation of this article that would also
violate any state law, may be prosecuted under that state law or under
this article.

Any person who violates any provisions of this
article shall, upon summary conviction before a magisterial district
judge, be sentenced to pay a fine of $300 plus all court costs and
reasonable attorney fees for each offense or, upon default in payment
of the fine and costs, by imprisonment in the county jail for not
more than 30 days.
