There shall be a Department of Recreation of the Township the
head of which shall be the Director of Recreation.
A.
The administration and enforcement of the provisions, requirements, regulations and standards contained in Chapter 315 of the Township Code regarding all parks and recreational areas including, but not limited to, the Hazlet Swim and Tennis Club, Natco Lake Park and the Skate Park.
B.
Exercise full control over the administration, operation and maintenance
of all indoor and outdoor athletic and recreational programs and activities
for children and adults.
C.
Sponsor and administer programs in cooperation with other public
and private agencies and organizations.
D.
Promote and direct an all-year program of swimming, recreation and
related activities for the residents of the Township.
A Recreation Advisory Committee shall be established, which
shall operate in an advisory capacity only and shall advise the Mayor,
Township Committee and the Director of Recreation on the operation
of the Township swimming facilities, parks, playgrounds, and indoor
and outdoor recreation programs and such other advisory duties as
may be assigned to it by the Mayor and Township Committee.
A.
The Recreation Advisory Committee shall consist of nine members and
four alternate members appointed by the Mayor. The Mayor shall designate
one of the members to serve as Chairman and presiding officer of the
Committee. Alternate members shall be designated at the time of appointment
as “Alternate No. 1,” whose current term expires on December
31, 2018, “Alternate No. 2,” whose current term expires
on December 31, 2022, “Alternate No. 3,” a position being
created by this subsection, with an initial term expiring on December
31, 2019, and “Alternate No. 4,” a position being created
by this subsection, with an initial term expiring on December 31,
2020.

B.
Hereafter, all alternate appointments shall be for a term of five
years.

C.
The Committee members and alternates shall serve until their respective
successors are appointed and qualified.
D.
The Committee members and alternates shall receive no compensation
for their services.
A.
A Pool Utility shall be established as a division within the Department
of Recreation. The Pool Utility shall maintain and operate the Hazlet
Swim and Tennis Club.
B.
The Pool Utility, under the direction and supervision of the Director of Recreation, who shall be the direct superior to and have supervisory power over the Municipal Pool Supervisor, is hereby authorized to enforce the rules and regulations set forth in Chapter 315, Article II, Hazlet Swim and Tennis Club, and to collect all fees for the cost of operation of the Hazlet Swim and Tennis Club in order to defray the cost of its operation.
C.
Beginning the effective date of this article, all revenue and the
accounting therefor from the Pool Utility shall be on a dedicated
utility basis in conformance with the provisions of N.J.S.A. 40A:4-33,
40A:4-34 and 40A:4-35. All monies derived from the operation of said
Pool Utility, in conjunction with the Department of Recreation, and
any other monies applicable to its support shall be segregated and
kept in a separate fund which shall be known as the "Pool Utility
Fund." All disbursements for the operation and maintenance of the
Pool Utility shall be taken from the Pool Utility Fund.
D.
The dedicated budget of the Pool Utility shall include appropriations
for operating expenses, capital improvements, debt service and for
the portion of all other deferred charges and statutory expenses as
may be required or allowed.
