GENERAL REFERENCES

The Town Board of the Town of Buchanan recognizes the need to encourage and coordinate special community events, while regulating these events in a positive manner to ensure the health and safety of participants in the event, efficient management of Town services, and the protection of public lands and facilities.
For purposes of this chapter, the following terms shall have the meanings indicated:
BOARD
The Town Board of the Town of Buchanan, or its designee.
SPECIAL EVENT
Any planned extraordinary occurrence requiring Town services on public right-of-way or public premises including, but not limited to, parades, processions, block parties, neighborhood rummage sales (10 or more participating sellers), festivals, athletic events and events, public or private, that may require extraordinary traffic control, street closures and issuance of other permits/licenses.
A. 
Application. A special event permit application shall be filed with the Town Administrator no later than 60 days prior to an event.

B. 
Permit required. Without issuance of a special event permit, no individual or group shall host a special event. The special event organizer shall follow guidelines listed in the Town's Special Event Policy; any other applicable ordinances; and any requirements as written in an issued special event permit.
C. 
Permit fee. A nonrefundable special event permit application fee, as listed in the Town Fee Schedule,[1] shall be paid prior to issuance of a special event permit.

If the special event will require more than the minimal use of any Town equipment, staff or services, the applicant shall pay the actual costs for the use of such equipment, staff or services. As a condition of the approval of any permit, the applicant shall agree to pay, within 30 days of billing, the costs of any additional Town services.
This chapter shall not apply to funeral processions and government agencies acting within the scope of their functions.
