68.1.1. 
From and after the effective date of this Ordinance, every person, firm, or corporation constructing a new structure or installing new plumbing fixtures in any existing structure within the Municipality of Bethel Park shall:
1. 
Install shallow-trap toilets which use no more than 3 1/2 gallons of water per flush; and
2. 
Install flow-control devices in each inside nonappliance water outlet which will limit outflow to no more than 2 1/2 gallons per minute at full from faucets and three gallons per minute at full from showers.
68.2.1. 
The Building Inspector of the Municipality of Bethel Park is and shall be charged with the duty of obtaining compliance with this Ordinance by inspecting structures and, if necessary, by obtaining necessary warrants for the entry of premises for the purpose of determining compliance with or violation of the provisions of this Ordinance.
68.3.1. 
Any person, firm or corporation violating the provisions of this Ordinance shall be guilty of a summary offense for each violation and, upon conviction thereof by a District Magistrate, shall be subject to a fine of up to $100 and, in default of payment thereof, confinement in the Allegheny County Jail for a period of not more than 30 days.
68.4.1. 
This Ordinance shall become effective immediately following its adoption.
68.5.1. 
If a final decision of a court of competent jurisdiction holds any provisions of this Ordinance or the application of any provision to any circumstances to be illegal or unconstitutional, the other provisions of this Ordinance or the application of such provisions to other circumstances shall remain in full force and effect. The intention of Council is that the provisions of this Ordinance shall be severable and that this Ordinance would have been adopted if any such illegal or unconstitutional provisions had not been included.
68.6.1. 
Any ordinance or part of any ordinance conflicting with the provisions of this Ordinance shall be and the same is hereby repealed to the extent of such conflict.
