Editor’s Note: Section 1 of Ord. No. 925, adopted 8-27-2013, established the dual office of City Administrator/City Clerk. The term "City Clerk" has been amended to read "City Administrator/City Clerk" in this article. Elsewhere throughout the Code, the term “City Clerk” shall be understood to mean "City Administrator/City Clerk."

A. 
There is hereby established the dual office of City Administrator/City Clerk whose duties and term of office shall be fixed by this Article. As such, the office of City Clerk as previously codified in the City's Municipal Code Book is hereby revised, reformed, or repealed to the extent and scope of this Article. Provisions not so affected are saved.
B. 
The Board of Aldermen shall elect the City Administrator/City Clerk by majority vote. In the event of a tie, the Mayor shall cast the deciding vote. The duties and term of such office shall be fixed by ordinance. Among other things, the City Clerk shall keep a journal of the proceedings of the Board of Aldermen. He/she shall safely and properly keep all the records and papers belonging to the City which may be entrusted to his/her care; he/she shall be the general accountant of the City; he/she is hereby empowered to administer official oaths and oaths to persons certifying to demands or claims against the City.
C. 
The duties of City Administrator/City Clerk shall merge all prior duties of City Clerk as set forth in Subsection B and Section 115.120 of the City's Municipal Code Book with additional duties as prescribed by the Board of Aldermen that comply with the professional standards governing City Administrators of 4th Class Cities in the County of St. Louis, State of Missouri.
D. 
The term of office shall be fixed for two (2) years at a rate based upon an annual salary as set by ordinance by the Board of Aldermen.

There is hereby established the office of Assistant City Clerk for the City of Pasadena Hills, Missouri. The Mayor, with consent and approval of a majority of the members of the Board of Aldermen, may appoint a qualified person to the office of Assistant City Clerk to serve at the pleasure of the Mayor and Board of Aldermen. The Assistant City Clerk shall perform the duties of the City Administrator/City Clerk in the Administrator/Clerk's absence and perform such additional duties as may be determined by the Mayor, Board of Aldermen or City Administrator/City Clerk as the efficient service of the City may require. Compensation for performing the duties of the office of Assistant City Clerk shall be fixed by ordinance from time to time.

A. 
The City Administrator/City Clerk shall staff the City Hall offices during the hours designated by the Mayor and Board of Aldermen from time to time. Compensation for the City Administrator/City Clerk shall be established by either:
1. 
Action of the Board of Aldermen during approval of the annual budget; or
2. 
By ordinance at other times, by recommendation of the Mayor and approval by the Board of Aldermen.

No person shall be eligible for the office of City Administrator/City Clerk who, at the time of election by the Board, is in arrears for any unpaid City taxes for forfeiture or defalcation in office.

A. 
The City Administrator/City Clerk's duties shall include the following:
1. 
To act as secretary of the meetings and hearings of the Board of Aldermen, including any special meetings that may be held; to faithfully and accurately keep a journal and minutes of the proceedings of the Board of Aldermen as provided in Section 110.090; to distribute an agenda and copies of the minutes of previous meetings to the Mayor, Board of Aldermen and all City Officials prior to the next regular meeting of the Board of Aldermen; to prepare and post all notices of meetings and hearings; and to maintain and respond to all correspondence directed to the City.
2. 
To safely and properly keep all records and papers belonging to the City that may be entrusted to the Administrator/Clerk's care; to be the general accountant of the City and account to the City Treasurer for all funds to the credit of the City which shall come into the Administrator/Clerk's care and possession; to be the custodian of all records of the City including, but not limited to, the minutes of all meetings, ordinances, contracts, blueprints, cash journal, paid vouchers and payroll records.
3. 
To see that the offices of the City Hall are open and staffed during the hours established by the Mayor and Board of Aldermen from time to time and that matters presented to the said office by residents, officials and members of the public are attended to efficiently.
4. 
To administer oaths; to keep the City Seal and authenticate records and documents as may be required.
5. 
To cooperate with the City Treasurer in procuring a lawful and proper assessment of property within the City for purposes of providing revenue for the City; to procure from the Clerk of St. Louis County a certified abstract from the County assessment books, as corrected by the County Board of Equalization, of all property within the City made taxable by law, which abstract shall by the Board of Aldermen be accepted, taken and considered as the lawful and proper assessment on which to levy and collect the taxes of the City.
6. 
To be the "Violations Clerk" for the Violations Bureau for the Municipal Court of the City and Deputy Clerk for the said court; to accept appearances, waivers of trial, pleas of guilty and payment of fines and costs in traffic offenses in accordance with the lawfully promulgated schedule of fines; to keep a record of all pleas of guilty and waivers of trial, payments of fines and court costs; and to forward to the Director of Revenue all records of conviction in accordance with the laws of the State of Missouri presently in effect and as may be amended from time to time.
7. 
To perform such other official duties as the Administrator/Clerk may from time to time be requested and directed to perform by the Municipal Judge, Mayor or Board of Aldermen.

The offices of the City Hall shall be closed and the City Administrator/City Clerk shall receive holiday pay at the regular rate of compensation provided for the office on the following holidays: New Year's Day, Dr. Martin Luther King Day, President's Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, the Friday after Thanksgiving Day and Christmas Day. If any listed holiday shall fall on a Saturday or Sunday, it shall be celebrated and recognized on the preceding Friday or following Monday, respectively.

A. 
The City Administrator/City Clerk shall be entitled to five (5) days of paid vacation to fully vest on January 1 of each calendar year and shall be exhausted within such calendar year. Any vacation time not used within the calendar year so designated will be waived and thus not carried over in the next year. After one (1) year of service, the City Administrator/City Clerk will be entitled to ten (10) days of paid vacation. A pro-rata calculation will apply to vacation time should the election of the City Administrator/City Clerk occur after July 1 of any calendar year. In such case, vacation days shall be divided in half (2.5 days).
B. 
The City Administrator/City Clerk shall be entitled to five (5) days of paid personal time off (P.T.O.) to fully vest on January 1 of each calendar year and shall be exhausted within such calendar year. Any P.T.O. time not used within the calendar year so designated will be waived and thus not carried over in the next year. A pro-rata calculation will apply to P.T.O. time should the election of the City Administrator/City Clerk occur after July 1 of any calendar year. In such case, P.T.O. days shall be divided in half (2.5 days).

Within fifteen (15) days after election and before entering upon the discharge of the above described duties of office, the City Administrator/City Clerk shall give bond to the City in the sum of ten thousand dollars ($10,000.00) conditioned upon the faithful performance of said duties and that the said City Administrator/City Clerk will pay over all monies belonging to the City, as provided by law, that may come into the City Administrator/City Clerk's hands.
