Following the municipal election of each year, the Mayor with
the approval of the majority of the Board of Aldermen shall appoint
some suitable person as Treasurer who shall hold office at the pleasure
of the Mayor and Board of Aldermen and until a successor is named.

The Treasurer shall receive compensation as set by the Board
of Aldermen by ordinance from time to time.

A. The
Treasurer shall receive and safely keep all monies, warrants, books,
bonds and obligations entrusted to his/her care. The Treasurer shall
pay over all monies, bonds and other obligations of the City as follows:
1. If a payment is required by contract that has been duly approved
by the Board of Aldermen and has been included in the City's annual
budget, the Treasurer shall promptly make such payment to satisfy
the contractual obligation of the City.
2. If a utility or other routine payment is required to avoid interruption
in services that the Board has expressly approved or accepted, the
Treasurer shall promptly make such payment when such payment is due.
3. The Treasurer shall effectuate all other payments on warrants or
orders duly drawn, passed or ordered by the Board of Aldermen.

The Treasurer shall perform such other duties as may be required
of him/her by ordinance.

B. The
Treasurer shall report to the Board of Aldermen on or before the first
(1st) day of July in each year the amount of receipts and expenditures
of the Treasury, the amount of money on hand and the amount of bonds
falling due, if any, for the redemption of which provision must be
made; also, the amount the interest to be paid during the next fiscal
year.
C. The Treasurer shall cooperate with the Mayor in providing information necessary for the semi-annual statements to be published in accord with Chapter
140.
D. The
Treasurer shall be assigned the title of Budget Officer for the City
of Pasadena Hills and as such shall be responsible for the duties
described in Chapter 67, RSMo.

Within fifteen (15) days after appointment and before entering
upon the discharge of the above described duties of office, the Treasurer
shall give bond to the City in the sum of ten thousand dollars ($10,000.00)
conditioned upon the faithful performance of said duties and that
the said Treasurer will pay over all monies belonging to the City,
as provided by law, that may come into the Treasurer's hands. The
cost of the Bond, if any, is to be paid by the City.
