A. The
Mayor, with the approval of the majority of the members of the Board
of Aldermen, may appoint some suitable person as City Street Commissioner
who shall act as such until the annual election of Aldermen or until
a successor is appointed and qualified who shall serve at the pleasure
of the Mayor and Board of Aldermen.
B. The
Street Commissioner shall be responsible for the making of recommendations
to the Board of Aldermen for the maintenance, repair and reconstruction
of the streets and public sidewalks and sewers within the City; for
the supervision of performance of any maintenance contract for City
property; for the preparation and presentation of a regular report
to the Board of Aldermen on the performance of maintenance contracts;
and for such other duties as may be directed to be performed by the
Board of Aldermen.
C. The
Street Commissioner may, from time to time, make written recommendations
to the Mayor for projects which he/she feels are necessary or desirable,
but no action shall be taken on such recommendations until they have
been formally approved by the Board of Aldermen.
D. The
Mayor, with the approval of the majority of the members of the Board
of Aldermen, may appoint a suitable person as Street Light Commissioner
who shall assist the Street Commissioner, the Mayor and the Board
of Aldermen with matters regarding the repair, reconstruction, redesign
or maintenance of the City's street lighting system.
E. The
position of the Street Light Commissioner may be filled by appointment
on a temporary basis, on a project basis or on a full-time basis at
the discretion of the Mayor with approval of the Board of Aldermen.
The Street Light Commissioner shall serve at the pleasure of the Mayor
and Board of Aldermen.

A. In
the event of any emergency, the Street Commissioner of the City of
Pasadena Hills is hereby authorized to contract with a bonded and
licensed contractor to make emergency repairs to the streets and/or
street lights within the City of Pasadena Hills without obtaining
prior approval of the Board of Aldermen, subject to the following
limitations:
1. The estimated costs of repairs shall not exceed three thousand dollars
($3,000.00); and
2. The Street Commissioner shall contact the City Treasurer to determine
that there are sufficient funds in the City's account and budget to
pay for the costs of the emergency repairs.
B. In
the event the estimated costs of repairs and/or after work has commenced
it is determined that the costs of completing the repairs will exceed
three thousand dollars ($3,000.00), the Street Commissioner shall
report this fact to the Mayor who shall, thereafter, convene a special
meeting of the Board of Aldermen to consider whether to let the repairs
for bid and/or authorize the contractor to proceed with the completion
of the repairs. In the event work has been started but not completed,
the Street Commissioner shall issue an order directing the contractor
to cease and desist further work and advise the contractor that if
he/she proceeds, it will be at his/her risk of non-payment.
C. The
Street Commissioner shall report to the Board of Aldermen and the
Treasurer, at each regular meeting, all emergency repairs contracted
for during the thirty (30) days immediately proceeding the regular
meeting of the Board of Aldermen.
D. Nothing
in this Section shall be construed as authority for the Street Light
Commissioner, if that position has been appointed and filled, to contract
or approve the expenditure of funds under this Section. The Street
Light Commissioner shall make recommendations with regard to contracting
and the expenditure of funds for the repair, reconstruction, redesign
and maintenance of the City's street lighting system to the Street
Commissioner or to the Mayor and Board of Aldermen.
