Persons shall not, without the consent of the Village, construct,
deposit, place, dump, throw, leave, or cause or permit the construction,
dumping, depositing, placing, throwing, or leaving of any object or
material on any sidewalk, pedestrian pathway, or public property adjacent
to any sidewalk, pedestrian pathway, or any other place open to the
general public including those areas designated for the parking of
motor vehicles, or in any way obstruct the free flow of pedestrian
or vehicular traffic on sidewalks, pedestrian pathways, or other places
open to the general public, including those areas designated for the
parking of motor vehicles, within the Village.
A person who constructs, deposits, places, dumps, throws, leaves,
or causes to be constructed, deposited, placed, dumped, thrown, or
left on any sidewalk, pedestrian pathway, or public property adjacent
to any sidewalk, pedestrian pathway, or any other place open to the
general public, which may include areas designated for the parking
of motor vehicles, within the Village shall immediately remove the
obstruction or cause it to be removed.

Any person who violates, disobeys, omits, neglects or refuses to comply with or resists the enforcement of this article shall be responsible for a municipal civil infraction, subject to §
1-2. Increased civil fines may be imposed for “repeated violations,” which means a second or subsequent municipal civil infraction violation committed by a person within any twelve-month period and for which a person admits responsibility or is determined to be responsible. The increased civil fine for repeat violations is set forth in §
1-2.
