GENERAL REFERENCES
Open Space, Recreation and Farmland Preservation Trust Fund — See Ch. 62.
The Recreation Advisory Committee shall consist of five members
and two alternate members who shall be residents of the Township and
who shall be appointed by the Mayor with the advice and consent of
the Township Committee. The Mayor, with advice and consent of the
Township Committee, shall annually select from its members a Chairperson.
The Recreation Advisory Committee shall select from its members a
Vice Chairperson, Secretary, and such other officers as it may deem
advisable.
Initial appointments made of regular members shall consist of
one member to serve for the remainder of the calendar year in which
the appointment is made, two members to serve for the remainder of
the calendar year in which the appointment is made and one additional
year, and two members to serve for the remainder of the calendar year
in which the appointment is made and two additional years. All appointments
of regular and alternate members made after the initial appointments
shall be for three years. Except for the initial appointments, all
terms shall begin as of January 1.
A.
The Township Committee, through the Recreation Advisory Committee, shall have the full and complete authority and power to expend monies raised for and the operation of recreational fields and parks within the Township and all recreation programs thereon. The Recreation Advisory Committee and its members in all respects operate through and under the direction of the Township Committee in accordance with the administrative procedures and regulations of the Code of the Township of Franklin and shall have no power to take any action on behalf of the Township of Franklin, or to take any other action, other than what is set forth in Subsection B below.
B.
The powers and duties of the Recreation Advisory Committee shall
be as follows:
(1)
Provide advice to the Township Committee regarding ordinances which
affect recreation in the Township, including rules and regulations
for the public use of said areas and all recreational programs.
(2)
Provide advice to the Township Committee regarding the Township's
recreational needs, including program, facility and equipment needs.
(3)
Provide advice to the Township Committee concerning a schedule of
fees and charges to be made for the use of playground or recreational
places for utilizing facilities.
(4)
Provide advice concerning the methods and arrangements for the proper
maintenance and care of the lands and improvements with the Township
recreation fields and parks and all structures thereon now or hereafter
owned by the Township and all recreational programs.
(5)
Organize, oversee, manage, direct and operate all functions and activities
of recreational programs.
(6)
Maintain an inventory of property and equipment and recommend, as
needed, the acquisition of additional property and/or equipment for
the furtherance of the Township's recreational programs.
(7)
Inform the Township Committee of grants available under state and
federal programs and any other grant programs, and if authorized by
the Township Committee, prepare, process and complete applications
for such grants.
(8)
Submit annually the requested budget indicating what sums may be
necessary for the performance of the above functions and duties.
(9)
Confer with the Township Committee, or any individual designated
by it, concerning planning, coordinating and implementation of balanced
recreation programs for the Township.
(10)
Promote the advantages of recreation opportunities in the Township.
(11)
Survey the community regarding recreational needs, and provide advice
to the Planning Board in its preparation of the recreation plan element
to the Master Plan adopted pursuant to N.J.S.A. 40:55D-28.
(12)
Perform such tasks as may, from time to time, be assigned by the
Township Committee.
(13)
Provide an annual report of written recommendations containing cost
and benefits analyses, potential schedules for implementation, together
with justification for the demand for new services if any are being
recommended. The Township Committee, or a subcommittee thereof, shall
schedule meetings with the Recreation Advisory Committee to review
and consider such advice.
The Township Committee shall annually fix, determine and appropriate
a sum in the general budget for the administration, operation, care,
custody, policing and maintenance of all recreation and park facilities
within the Township of Franklin. The Recreation Advisory Committee
shall not have the power and authority to incur any obligation in
the name of the Township or this Committee except as authorized from
time to time by the Township Committee under the provisions of this
chapter.
