Editor's Note: This ordinance also repealed former Ch. 37,
Parks and Recreation Committee, adopted 3-20-2007 by Ord. No. 2007-1,
as amended.
A.
The Parks Committee members shall be appointed by the Mayor, with
advice and consent of the Council. The members of any subcommittees
of the Parks Committee shall be appointed by the Parks Committee.
B.
The Parks Committee shall consist of up to nine members.
C.
The Parks Committee members shall select a Chairperson by a majority
vote of the membership of the Parks Committee. The Chairperson shall
serve as Chair for a term of two years.
D.
Each member of the Parks Committee shall serve for a term of three
years. Any vacancies to the Parks Committee shall be filled by appointment
by the Mayor, with advice and consent of the Council for the remaining
unexpired terms of such vacancies.
E.
No member of the Parks Committee shall receive any compensation for
serving on the Parks Committee or any subcommittee.
F.
The Parks Committee shall have full control and supervision of all
events held at Chester Township's parks, playgrounds, playfields,
and other recreation and leisure areas ("facilities") owned or controlled
by Chester Township.

G.
The Parks Committee, with the consent of the Mayor and Council, may
charge and collect fees for the usage of such facilities. All fees
are to be approved by the Mayor and Council. The Parks Committee by
majority vote of the members of the Parks Committee may waive or reduce
such usage fees, for good cause.
H.
A subcommittee of the Parks Committee shall be the "Concession Stand
Committee," which shall be responsible for the operation and supervision
of the Concession Stand. The members of the subcommittee shall be
appointed by the Parks Committee.
I.
One member of the Parks Committee shall be appointed by the Mayor
to also serve as a member of the Recreation Committee.
A.
The Recreation Committee members shall be appointed by the Mayor,
with advice and consent of the Council. The members of any subcommittees
of the Recreation Committee shall be appointed by the Recreation Committee.
B.
The Recreation Committee shall consist of up to 12 members.
C.
The Recreation Committee shall select a Chairperson by a majority
vote of the membership of the Recreation Committee. The Chairperson
shall serve as Chair for a term of two years.
D.
Each member of the Recreation Committee shall serve for a term of
three years. Any vacancies to the Recreation Committee shall be filled
by appointment by the Mayor, with advice and consent of the Council
for the remaining unexpired terms of such vacancies.
E.
No member of the Recreation Committee shall receive any compensation
for serving on the Recreation Committee or any subcommittee.
F.
The Recreation Committee shall be responsible for all Chester Township
recreation activities. It shall conduct and oversee forms of recreation
and/or cultural activities for the residents of Chester Township.
The Recreation Committee may conduct such activities on properties
under the control and/or ownership of Chester Township, as well as
on private properties. The Recreation Committee may charge and collect
reasonable fees for such activities.
The Parks Committee and the Recreation Committee may adopt rules as may be necessary. The Parks Committee shall have the power to adopt rules and regulations for the proper conduct of public recreation for the Township, consistent with Chapter 130, Parks and Playgrounds, of the Township's Code. All rules and regulations are subject to the prior approval of the Mayor and Council. All participants shall adhere to all rules and regulations promulgated by the Committees.
The Parks Committee and Recreation Committee shall each have
the power to create subcommittees, and to appoint supervisors and
assistants.
The Parks Committee may recommend to the Mayor and Council lands
for acquisition for use as public playgrounds and recreation places.
The Mayor and Council will appropriate sums which, in their
opinion, are satisfactory for the Parks Committee and Recreation Committee
to enable each Committee to pay its expenses. Each Committee may also
solicit or receive any gifts or bequests of money, other personal
property or any donation, to be applied toward temporary or permanent
use of parks, playgrounds and recreational facilities. All monies
received by each Committee shall be paid over to the municipal treasurer
and shall be kept in a special fund dedicated for park and recreational
facilities.
