All regular meetings of the Board of Aldermen shall be open to the public, unless closed pursuant to the provisions of Chapter 610 of the Missouri Revised Statutes.

The Board of Aldermen shall hold regular session meetings on the first and third Monday of each month beginning at 6:30 P.M. There is no required minimum amount of time for the meeting to remain in session. However, if the meeting remains in session longer than two and five-tenths (2.5) hours, then a vote to continue is required as described in Section 110.190. When the day fixed for any such meeting of the Board of Aldermen falls upon a day designated by law as a legal or national holiday, such meeting shall be held at the same time on the next succeeding day which is not a holiday.

If a regular session meeting is still in session at 9:00 P.M., the meeting may be extended by a two-thirds vote of the members of the Board of Aldermen should additional matters remain on the agenda.

Any meeting of the Board of Aldermen may be adjourned to a later date and time, provided that no adjournment shall be for a longer period than until the next regular meeting.

All regular meetings of the Board of Aldermen shall be held in the Board of Aldermen Chambers of the City.

The Board of Aldermen may by resolution, when necessary, change the time and place of the regular meeting. The resolution shall set forth the circumstances necessitating such change. Such resolution shall be promptly posted at City Hall at least twenty-four (24) hours prior to the meeting to be held pursuant to the change. Twenty-four (24) hours prior to the meeting to be held pursuant to such change, the City Clerk shall give each Board Member written notice, personally or by certified mail, of any change from the regular meeting days established by this Section.

Special meetings may be called by two (2) or more members of the Board of Aldermen or by the Mayor at such a time as the two (2) members or the Mayor may establish. Whenever a special meeting shall be called, a summons or notice in writing shall be signed by the Mayor or Mayor Pro Tem stating the date and hour of the meeting and the purpose for which such meeting is called, and notice shall be served upon each member of the Board of Aldermen either in person, by telephone or by notice left at his/her place of residence and shall be posted at City Hall not less than twenty-four (24) hours prior to the meeting to be held. No business shall be transacted at a special meeting, except as stated in the notice. The notice for such special meeting of the Board of Aldermen shall be in compliance with the provisions of Chapter 610 of the Missouri Revised Statutes.

Regular attendance at scheduled Board meetings is a principal duty of the Mayor and the members of the Board of Aldermen. If any member is unable to attend a regularly scheduled Board meeting as set forth in Section 110.180, they must direct their notice of absence to the City Clerk's office prior to the scheduled meeting and, in the case of an absence due to an emergency, within twenty-four (24) hours following the scheduled meeting.
