The City Treasurer shall be appointed by the Mayor, with the consent of a majority of the members of the Board of Aldermen, and shall be appointed at the first (1st) regular meeting of the Board of Aldermen after the annual municipal election in odd-numbered years.

The person appointed as City Treasurer shall be over the age of twenty-one (21) years, a citizen of the United States, and a qualified voter under the law of the State and the ordinances of the City and, in addition hereto, he/she shall, except as may be otherwise provided, have such other qualifications as may be established from time to time by the Mayor and Board of Aldermen.

The City Treasurer shall hold office for a term of two (2) years and until his/her successor is appointed and has qualified.

A. 
The duties of the City Treasurer shall be as follows:
1. 
The City Treasurer shall receive and safely keep all moneys, warrants, books, bonds and obligations entrusted to his/her care;
2. 
The City Treasurer shall pay over all moneys, bonds or other obligations of the City on warrants or orders, duly drawn, passed or ordered by the Board of Aldermen, and signed by the Mayor and attested by the City Clerk, and having the Seal of the City affixed thereto, and not otherwise;
3. 
The City Treasurer shall keep, in a set of books provided for that purpose, a full and accurate account of all money received and disbursed by him/her on behalf of the City, specifying the date of receipt and from whom received, or the date of disbursement and to whom disbursed; and setting forth on what account received or disbursed;
4. 
The City Treasurer shall keep a separate account of each fund and appropriation, and the debits and credits belonging thereto;
5. 
The City Treasurer shall keep a register of all warrants paid into the Treasury, describing such warrants by their date, number, name of payee and amount, specifying the time of receipt thereof, from whom received and on what account;
6. 
The City Treasurer shall issue duplicate receipts for all sums of money which may be paid into the City Treasury, specifying in such receipts the date of payment and upon what account paid. One (1) of said receipts shall be given to the person making the payment, and the other the City Treasurer shall file with the City Clerk, who shall thereupon credit the person named in the receipt with the amount of his/her payment and charge the Treasury with the same;

The City Treasurer shall furnish the City Clerk on the last week of each month a written statement showing the balance in the Treasury at the beginning of the month, the amount received during the month and on what account received, the funds disbursed during the month and on what account disbursed, and the balance remaining to the credit of each fund and constituting the general balance in the Treasury at the close of business on that date when such statement is made as aforesaid;

The City Treasurer shall provide to the City Collector a copy of the extended taxes by August first (1st) of each year, charging the Collector with the amounts of taxes due as shown by the tax records;
9. 
The City Treasurer, with the assistance of the City Clerk, shall prepare a semi-annual statement of receipts and expenditures and indebtedness of the City for the semi-annual period ending with the last day of the month immediately preceding the date of such report, and shall cause this statement to be published in a newspaper in general circulation in the City; and
10. 
The City Treasurer shall report to the Board of Aldermen annually at its regular meeting after each municipal general election, the amount of receipts and disbursements of the Treasury during the current fiscal year, the relationship of those figures to the approved budget for the current fiscal year, and the prospects for meeting budgeted receipts and disbursements for the remainder of the current fiscal year. The City Treasurer shall also report the amounts of bonds maturing in the succeeding year for the redemption of which provisions must be made, and the amount of money required to pay the interest falling due on the indebtedness of the City during such year.

The City Treasurer and the City Clerk shall have free access to each other's offices for the inspection of all books, accounts and records which each respectively controls, and free access to all other offices of the City for the sole purpose of inspecting such financial records, books, accounts and papers, as such may concern their duties.

The City Treasurer shall receive as full compensation such sum as may be established by ordinance, which shall be passed at the time the City Treasurer is duly appointed by the Mayor, with the consent of the Board of Aldermen. Said compensation shall be for the term of office.
